Dear Colonel
The Governors meet at Altona between Pittsburg and Harrisburg on the 24th inst. I shall be most happy to meet you there and if possible will go with you thence to Washington.
I suggested to Mr Hancock & others that if they could not succeed in getting me appointed Maj General, to make application for the appointment of Gen. McClernand. I do not know why but Mr Lincoln does
not seem to favor my promotion. I hope you will speak to the Committee in behaff of McClernand.
Please present my respects to Miss Fanny and say that the flag is much admired and that the portrait is considered quite equal to if not an improvement on the original.
Truly your friend
Richd. Yates
P.S. I wrote to Washington on the subject of your promotion.
