Sir.

Your letter and enclosure are before me. The Allotments for the 26th Regt Ill Volunteers were received by me, from the pay-department, on the 10th of September, together with Allotments of other Regiments, all of which were distributed between that time and the 14th, as rapidly as two clerks could make out drafts for each individual Allotment.

The delay in payments is in the hands of the pay department, and I am assured by the paymasters that it is unavoidable.

I wish to call your attention to the claims of the 78th Regiment now near Louisville Ky, who were moved without receiving their Bounty.


I have been with them and from personal acquaintance with the circumstances of some and the complaints of others I am satisfied that a large number have left their families without a dollar upon which to subsist.

When in Louisville I called on the Officer at the head of bounty claims asking that the Regiment be paid

The answer received was that "If payments are made to Ill. troops it it would be to the detriment of the interests of Kentucky troops," and he declined to pay

My application to him was made by request of Col Bennison, who also Telegraphed to Gov Yates at Springfield on the subject but had not received any answer when I left.

If our State Authorities do not urge it; now that the regiment is in the field this will not get their Bounty for months.
