Marshall Ill. October 9th 1862
Richard Yates Gov. Ill.
Dr Sir On the 7th instant I was officially informed by Mr Manly Esq. that he had completed the enrollment of the militia in this county with a view of consumating a draft.
I have not seen the roll being in the hands of sheriff N. Hurst who is in the Country but will be here on Saturday--
I was proceeding to have the notices printed to be set up in the several townships as required.
on my part, Mr. Manly thinks I am too hasty, is of the opinion that no draft will be made in Ill that I had better delay and write you. I am ready to do all on my part as promptly as it can be done Shall I proceed as per instructions from the War Department inclosed with appointment as Commissioner?
Dr. F. P. Payne will serve as Surgeon to examine [illegible] but has no authority only his name in newspaper.
Respectfully yours W.B. Archer
