Gov. Yates
Dear Sir
I send you a letter enclosed from Jacob Irwin to his father. He is a member of Co A 22 Illinois Volunteers and was taken prisoner while that regiment was at Cairo the 13th Nov. 1861 He has been subjected to all the inhuman treatment that the infamous Rebels are in the habit of inflicting on the Union Soldiers and is now at Annapolis destitute, naked
haff starved and pitiable.
He fought bravely at Belmont and Charleston and now demands in the behalf of himself and his fellow prisoners from Illinois the interposition of your influence for their rescue or relief
Will you please do your utmost to help him and his fellow sufferers
