Chicago, Nov. 15th 1862.
Gov. Richard Yates!
Your Excellency! Mr Theod. Wild, at present Hospital-Steward of the 24th regt Ill. Vol. is an applicant for the position as Assistant surgeon, and intends to submit to an examination by the Board of medical examiners, for which purpose Major General Rosencranz granted him a furlough of twenty days. Dr Brainard, one of the medical examiners, appointed by Your Excelency, apprised Mr Theo Wild, that in order to be admitted to an examination, he must have an order of the Chief Magistrate of the State. Mr. Theod. Wild comes to me, highly recommended by Dr Wm Wagner, Surgeon of the 24th regt Ill Vol. and besides this is known to me as a young gentleman of high moral & educational quality. Permit me therefore to ask your authorisation, that the Board of medical examiners may admit the said Mr Theod Wild to be examined in regard to his medical qualifications.
