Governor of Illinois.

Governor,

I have the honor to inform you that in view of the expiration of my term of service and before retiring, I addressed a letter upon important matters to Brig. Gen'l. L. Thomas, Adjutant General of the Army, but as I have yet no reply and being about to be mustered out of service I take the liberty of enclosing a copy of the same to your Excellency.

I have indulged the reasonable supposition that is was the duty of all officers, whether State, or Federal, to bring to the notice of the proper depart

ments important matters pertaining to the service and especially to protect the Government (our Government) from excessive expenditures and unnecessary waste. This is not the only instance in my experience where such action meets with no response.

I take the liberty also of enclosing a copy of a communication of James. L. Stack Jr. Atty for H. Graves upon the subject of the occupation of the part of the ground on which Camp Douglas is located, and referred to the Board of Officers of which I was President, but upon which I do not feel authorized to act.
