Allow me to introduce to your notice Capt N N Manning of the Yates Sharp Shooters who goes to Springfield with a petition signed by every officer in the Battalion asking to go to Illinois to recruit our decimated ranks and increase our organization to a full regiment, if possible a cavalry regiment
The Captain will explain to you our reasons for the change much more satisfactorily than I can upon paper Any arrangement entered into him will meet my hearty approval
