To his Excellency Govr Yates.
Dear Sir. Having ascertained that a Bill is now before the Legislature having for its object the regulating of the freights & Tariffs of the different Rail Ways of the state, and also containing a provision that three commissioners Shall be appointed for the above purpose, and believing from Indications which have come to my knowledge, that the said Bill will pass the Legislature and become a Law, I respectfully request, in case said Bill becomes a Law, that you, if you are satisfied of my qualifications to fill the position will appoint me one of the said Commissioners.
As an evidence of my fitness for the position, I herewith transmit to you, a communication from the Hon Judge Lawrence, who has known me intimately for some fifteen years.

Understands there is a bill before the Legislature having for its object the regulation of the Freights and Tariffs on the different Rail ways in the State, it also provides for the appointment of Commissioners for said duty. Desirous to be one of them.
