Dear Sir,

Yours of the 20th. is received. It would afford me great pleasure, I assure you, to assist in obtaining an appointment and transfer of the son of Mr. Lansing to the regular Army, and as far as my influence is desired it will be given, but the Secretary of War has adopted an inflexible rule, not to appoint persons from civil life, or make transfers from the Voluntary, to offices in the regular Army. This is for the benefit of men in the ranks who distinguish themselves on the battlefield, and deserve promotion,
