Hon Richard Yates

Dear Sir

I arrived here yesterday To day I had an interview with Gen Meigs and remained with him, until he consented to adjust the Twenty Five Thousand Dollar claim for advances to Captain Dunlop on account of Col McClernand's Brigade. He Directed Col Sibley, before I left him, to advise the Secretary of War to make a requisition upon the Treasury for above sum to be deposited with the U.S. Treasurer at New York to the credit of Capt Dunlop for the sole purpose of being paid by him to the State of Illinois and to be used for no other object. I will see the Secretary of War next week, so as to have the requisition made without delay. Upon the deposit of that sum at New York, Capt Dunlop will be informed of that fact and he will be

then be able to obtain the money or draw in your favor. If Capt Dunlop is now with Genl McClernand, it would be advisable to verify him of the arrangement and request him to send you or the Treasurer a draft for said sum as soon as he is advised of the deposit at New York.

I left with Mr Judd Clerk of the Army Board a full memorandum of the vouchers I needed in order to settle the claims suspended in the 3rd Auditors office and 2nd Comptroller's office. They ought to have been ready for me when I left can they not be forwarded to me immediately?

I hope the property accounts of the Quartermaster and Commissary will be sent without delay

Yours very Respectfully

James C Conkling
