Friend Bush:

I enclose papers viz.

1. A copy of a letter sent to the commission of Internal Revenue.

2. His answer.

3. A draft of a law which I think will be necessary in the premises.

I dont very much like the idea of the U. S. government embarrassing the collection of the State revenue but think that $1,000 would cover the whole amount at issue in the state in any one year, - and if the thing is not attended to it might prevent sales.

I am informed that you are spending your time just now in the Governor's garret - The apostolic succession is said to have been preserved by the Saints among the caves and rocks. - I hope you will not let the line become extinct.

An Act to provide for the payment of United States Stamp Duties on Tax Sale certificates.

Section 1. Be it enacted by the people of the State of Illinois, represented in the General Assembly, That hereafter all officers, who are required by the laws of this State to prepare certificates of purchase, to be delivered to purchasers at sales of lands or town lots, for taxes due either to this state or any county, or incorporated town or city within the same, or any sale for taxes or levies authorized by the laws of this state, shall affix to such certificates United States Revenue Stamps, denoting the duty imposed thereon by the laws of the United States.

Sec. 2. That the said United States Stamp duties shall be added and included in the records appertaining to tax sales and in the said certificates of purchase, and shall in every respect be considered, treated and have effect, as other costs.

Sec. 3. This act to be in force from and after its passage.
