Dr Sir

I see by the papers that Congress has passed a bill for raising 300 Regiments of Negros and it is expressed that it will pass the senate. if so I wish to offer my services to Command a Regiment. I have been in the service over One year have been in the Battles of Donalson Shilo and the Hatchie can give the best of recommendations as an officer and I believe that arming the Negro is the true princepal to put down this Rebelion. let me hear from you on the subject.
