Tell him, that the War Dept disapproves the system of giving complimentary commissions, in a Lieutenants commission will however be offered to him if he succeeds in obtaining appt on Ransom's staff upon application being made by Ransom to that effect

I leave for Vicksburgh on Wednesday evening, May 6th. to offer my services to Brig. Gen'l Ransom, as volunteer aide de camp, and would respectfully request a complimentary commission with the rank of Captain, to enable me to serve as such.
