Hon. Richard Yates

I learn that there are charges made against Capt. Gibbs who, raised a Cavalry Company for the 16 Reg now at Camp [Butler?] from this place. I do not know what the charges are but from what I have heard I think they are trivial. Capt Gibbs I have known for years and he is an honest man. He has worked hard to raise his company and should not be sacrificed unless guilty. I hear it intimated that the charges are made to get his place. I hope you will see justice done him.

Respectfully yours E. R. Allen
