In compliance with your orders of this date I herewith inclose a statement of the indebtedness incurred by this department from Feby 1st of Aug 1st 63 (so far as my knowledge extends) also an Estimate of Funds required for State Arsenal during two years commencing August 1st 1863.
Governor, you will please pardon me for presenting the inclosed papers in such poor form, but the time given would not permit me to make them much better I trust however they will answer the purpose
with high sentiments of respect
