To his Excellency

Richard Yates

Governor of Illinois

Sir.

By direction of the Comdg. General, I have the honor to reply to your communication of the 16th that there are no more troops or arms under the control of the Dept. that can be spared to send to Illinois; but it is suggested that application be made by the State Authorities, to Washington for permission to take arms from the Dearborn Arsenal in Michigan and with them to arm loyal organizations.
