Sir:

In reply to your letter of 21 inst relative to the granting of furloughs I have the honor to inform you that by Circular No 11 Medical Directors Office Dept of the Ohio, Surgeons in Charge of Genl. Hospitals are forbidden to grant furloughs. Agreeing fully in what you Say as to the propriety of granting furloughs to certain Soldiers in Hospital. I have referred your letter to H'd Qr's Dist of Ills for instruction

In reply to letter in regard to granting furloughs Says by Circular No 11 Surgeons in Charge are not permitted to grant furloughs. he has referred Governors letter to Head Qrs District of Illinois for instructions.
