My Dear Sir:
Yours of 28th ultimo is before me. In reply, I would beg to state that we are constantly selling, to all soldiers, who present furloughs or discharges, [prerring?] their attachment to the Army, a soldiers ticket @ 2 06/100 cts per mile the regular Government rate.
I am now having tickets printed especially for soldiers, to Springfield, Decatur, Quincy & Keokuk. To other points, we use a blank soldiers ticket and fill it for the designated point
You can depend, Governor, upon our doing all we can, at all times, to assist Our Country's soldiers and our Country's cause, in every way in our power.
