Saint Louis. Sept. 21. 1863 Hon. Richard Yates, Governor of Illinois, Springfield. Ills. Your Excellency I notice by correspondence from Springfield that there has been a change in the Sanitary Commission, and that there are to be appointed resident agents for this and other places. If your Excellency has not already made the appointment for this city I would reccommend to your favorable notice Mr. Uriah P. Bennett, a resident of this city, who holds the appointment as Sanitary agent for Minnesota and other States; I know Mr Bennett to be a true, honest, upright Christian man, and whose heart would be interested in the work. Mr Bennett is an unconditional Union man -- for many years the Editor of the Zanesville Courier and Gazette, and who was one among the first to espouse the cause, and to advocate Lincoln's election--. If your Excellency can confer the favor upon him, in doing so you will oblige yours truly T. H. Cavanaugh
