The Messager Franco American having been designated by the Federal Government & by State of New York for the insertion of their advertisements noting I take the liberty to remit you enclosed an advertisement, the insertion of which I solicit of you for which I will be happy to receive your authorization.

PROCLAMATION. -- BY VIRTUE OF AND IN accordance with the provisions of an act of the legislature of the State of Illinois, entitled “ An act in relation to the payment of the principal and interest of State debt, approved Feb. 22, 1859. I, RICHARD YATES, Governor of the State of Illinois, do hereby notify all whom it may concern, that on the fifteenth day of November, A.D. 1863, at the American Exchange Bank in the City of New York, I will pay the Bonds of the State of Illinois, hereinafter particularly designated in this proclamation. And by virtue in and pursuance of said law, I do further notify all whom It may concern, that the interest upon each and all of said bonds will cease from the time of payment specified in this notice, viz., from the said fifteenth day of November, A.D., 1863, to wit: Bonds issued under the provisions of the above recited act, being Refunded Stock Coupon Bonds of one thousand dollars each, dated July 1, 1859, due or payable 1860, Bonds Nos. 1,2,3,4,5,7, issued to Hall Wilson, attorney; No. 9, issued to W.A.S. Van Duzer; Nos. 10,11,12,13, issued to Jesse K. Dubois, Auditor; Nos. 14,15,16,17,18,19,20,21,22,23,24,25,26,27, issued to J. Bunn, attorney; Nos. 28,29,30,31,32,33,34,35, issued to Jesse K. Dubois, Auditor; Nos. 36,37,38, issued to Ketchum, Son & Co.; Nos. 39, 40, 41,42,43, issued to W. H. Marston; Nos. 44,45,46,47,48,49,50, issued to H. Corwith; No 51, issued to Jesse K. Dubois, attorney; No. 52, issued to J.Bunn, attorney, Nos. 53.54,55, issued to Jesse K. Dubois, attorney; Nos. 56,57,58,59,60,61,62,63,64,65,66,67,68,69,70,71, issued to E.F. Leonard, attorney.
