RICHARD YATES,

GOVERNOR OF THE STATE OF ILLINOIS,

To all to whom These Presents shall come,... Greeting:

Whereas, Frank Milagin and Louisa Milagin his wife stand charged in the County of Boone in this State, with the crime of Larceny and it has been represented to me that he ha fled from the justice of this State and taken refuge in the State of Wisconsin; And whereas, agreeably to the Constitution of the the United States, and an act of Congress, passed Feb. 12, 1793, I have made application to His Excellency the Governor of state State of Wisconsin for the surrender of the said Frank Milagin and Louisa Milagin his wife as fugitives from justice, and have also, in pursuance of the power vested in me by law, appointed, (and by these presents do appoint,) William C. Tuttle agent, on the part of the State of Illinois, for the purpose of receiving the said Frank Milagin and Louisa Milagin his wife from the constituted authorities of the said State of Wisconsin whenever they shall be surrendered in accordance with such application, and bringing them to this State, to be dealt with as proved by the law in such case made and provided.

These are, therefore, to request and require all persons to permit the said William C. Tuttle agent as aforesaid, to receive and secure the said Frank Milagin and Louisa Milagin his wife and bring him unmolested into this State, having jurisdiction of said crime, and to render all lawful and necessary assistance in the premises, William C. Tuttle, the said agent, peaceably any lawfully behav-[illegible] will be paid by this State.

In Testimony Whereof, I have hereunto set my hand, and cause the Great Seal of the State to be hereunto affixed. Done at the City of Springfield, this 26th day of October in the year of our Lord one thousand eight hundred and sixty-three, and of the Independence of the United States the eighty eighth.
