The Enclosed letter was handed to me by George Bowen Father to the writer (Wm Bowen) with request that it be certified to & sent to you, for the purpose of aiding you in correcting the abuses to our Noble Soldiers in hospital. I understand this to be the first Complaint Ever Entered by Bowen who enlisted in Co I 27 Reg Ill V In in August 1861 Was wounded in arm at Belmont, has served cheerfully and honerably and his Statements are entitled to Credit
