Sir:
I have the honor to State that I have Known Mr. J. B. Wolfe of the 107 Regt. of Ill. Vols. Since the month of July 1863, during this time I have had every opportunity of observing Mr. Wolfe and I find him to be a Sober, intelligent, efficient, and energetic Soldier in every particular, and a gentleman of unreproachable Character, and it affords me great pleasure to state that in my Opinion, he would make an excellent Commissioned Officer, that he is competent and well deserving of the command of a Regiment from his perfect familiarity with Millitary Papers and his ability to make them out. I consider that his being commissioned would be a just and well merited reward and I would consider it a personal favor to see Mr. Wolfe promoted at an early day.
