I beg leave to introduce to you Lieut Robb of the 83rd Regt Ill Vol - He is qualified for and deserves promotion and will take a place to Command a Col'd Regiment His Stern Rep principles inflexible as God, and his fixed Religious feelings, his good nature & bravery are fit him for a pioneer among the dark soldiers

Excuse this intrusion & believe me yours - after saying, that I do not subscribe to the cheap terms of Lincolns last proclamation - Confiscation avoided by a Rebel Oath is a Scandal to the old Testament precedents, & a [illegible] upon Mercy -
