I enclose you a copy of a letter handed me by a friend a few days since, from which it will be seen that John Echols, is the owner of 21 lots in the City of Chicago in your State. This man, Echols, was a citizen of Monroe County, in this state, before the commencement of the rebellion. - He is now a Brigadier General in the rebel army, and is frequently on the border of our State, with his command, annoying the people very much by conscripting them, carrying off their property &c. My purpose in writing you is to ask that you will see that proceedings are commenced in the U.S. over
Court to confiscate the lots mentioned. I would write direct to the District attorney, but I fear he might neglect to attend to it, and I feel it my duty to see that the Government gets the benefit of whatever means such traitors may have in the loyal States.
I can procure the means of Witnesses who will prove that they have seen Echols in the rebel service, and whose attendance can be had at the court when needed.
