His Excellency Prest Lincoln

Dear Sir,

It is with reluctance that we trouble you with our recommendations. In the present instance we feel compelled by stern duty to do so. Col. John Logan, of the 32nd Ills. Infry, Col R. K. Johnson of the 28th, Col Cyrus Hall of the 14th and Col. I. C. Pugh of the 41st all of the 17th Army Corps and a Maj. Gen. McPherson are entitled to be Brig. Generals.

From the beginning of the war they have been in the front - always distinguishing themselves - and most of the time each of them commanding Brigades. We sincerely hope you will confer upon them the promotion asked for.

Very Respectfully

Your Obt. Servant

Richd. Yates Governor
