I Daniel H. Whitney Clerk of the Circuit Court in and for the County and State above named do hereby certify that Frank Mulligan and Louisa Mulligan his wife were arrested in the State of Wisconsin upon a charge of Larceny committed in the County of Boone in the State of Illinois, such arrest being made under & by virtue of a requisition issued on the 26th day of October AD 1863 by his Excellency Richard Yates Governor of the State of Illinois making application to his Excellency the Governor of the State of Wisconsin for the surrender of Frank Mulligan & Louisa Mulligan his wife as fugitives from Justice and authorizing William C Tuttle as agent on the part of the State of Illinois to receive said Frank Mulligan and Louisa Mulligan his wife from the constituted authorities of the State of Wisconsin & bringing them into the State of Illinois to be dealt with according to law. & I further Certify that the said William C Tuttle did cause the said Frank Mulligan & Louisa Mulligan to be arrested by the proper authorities in the State of Wisconsin and did receive the said Frank Mulligan & Louisa Mulligan his wife from the said authorities of Wisconsin and did convey them into the State of Illinois and did place them in the custody of the Sheriff and common Jailor of the County of Boone in the State of Illinois & that they are now in confinement in the common jail of said Boone County awaiting the further prosecution of the charge of Larceny made against them
In testimony whereof I have hereunto set my hand and affixed my official seal this 27th day of January AD 1864 at Belvidere in said County of Boone
