To His Excellency Abraham Lincoln President of the United States.

Sir

Presuming that the bill passed by the House of Representatives to reorganize the District Court of Kentucky, will become a law, we beg leave to recommend to your Excellency, Hon. Asher W. Graham of Bowling Green Ky, as eminitly worthy of the position of Judge of the Western District.

He has had a large experience upon the Bench, having been for a number of years Judge of the 4th District in Ky, and also having occupied the Appellate Bench in the State.

Added to his legal attainments---which are surpassed by few, if any, in the State---he is a man of the highest moral worth, unquestionable integrity and of unconditional devotion to the Government.
