The friends of Col. L. H. Waters of the 84th Regt. Ills. Volunteers have been circulating a petition here to the President of the W. S. presenting the Claims of the Col. for a promotion to a Brigadier Generalship for distinguished services at the Battle of Stones River.

We think that the Col. has fairly won this distinction, by his coolness, bravery and valor displayed at that memorable battle, and we ask you, with the other State Officers to coopperate with us in this matter, and use your influence to accomplish this object.

We will send our petition to the Hon William Kellogg, and ask him to present and urge the appointment.
