Hon Sir:- We, the underwriters residing in Clark Co Ills. would ask of you, if in the event that we can raise a company of Free Blacks, for the Service of the United States, if you could assign a place for such company. There is a larger population in the South East part of this county and South West part of Vigo Co Ind, who are anxious to enlist in the service of their country and as we have been solicited by many of the Blacks to raise a company, we have thought proper to ask your views on the subject, and ask of you for a commission as Captain and 2d Leiut.
And instructions and power to proceed and raise the aforementioned Company. Hoping to receive favorable instructions from your Excellancy,
