Gov Richd Yates Washington D.C.

Dear Sir, Enclosed please find the papers for his excellency Abraham Lincoln [illegible] will have the [time?] to give them a little attention and see that the two appointments are made for Paymasters Daniel Mason and John M Brown.

When the appointments are made please send the papers to me, I have signed them as you will see. Would it not be good policy to call for volunteers. I think Ill men will vols rather than be conscripted. That will make the law a little more pallatable.
