General circumstancies over which I have no control prevented me from seeing you at the time appointed.
If you can possibly effect the change I spoke to you about, you will by so doing confere a lasting favor upon me, from the fact that neither officers nor men of my Regiment are from my State. You will at the same time confere a like favor upon a numerous body of friends in Ills. who are urging me to get into a Regiment from my own State.
From the best information I can get the Regiments from Mo. composed of the late levy, will be consolidated. I wish if possible to effect the change before that takes place, otherwise I will tender my resignation, and that I do not wish to
do, and as I have had one hitch at Vicksburg, I wish to have another. I sincerely hope that the change may be effected; Still I would not ask much less urge a change to the detriment of meritorious officers or men. I sincerly hope that if a change can be effected (which I hope my be done) that it will be beneficial to parties.

Capt. Hill is a resident, when at home, of Morgan County and doubtless is known to your Excellency as one of the most active and zealous men in the national service:
He joined a MO. comp'y because, at the time, there was no opening in Ill. He wishes to join an Ill. Regt. and I earnestly request that your Excellency will give him a chance to do so. He would make an Excellent Maj. or Lt. Col. or Col.
