His excellency

Gov Richard Yates.

Dr Josiah H. Skilling enlisted as a private in Stewarts Cavalry nearly two years since - has acted as such honorably ever since. He is a fine surgeon, most respectably connected, of unblemished reputation, as a loyal man & physician. Under the reorganization of this Bat. to a Regt. there is an opportunity for it, & I most respectfully recommend (& urge as a matter of justice) his appointment as assist Surgeon of said Regt. (now the 15th Cav.) He has already passed the Med. Board of Mo. which, I suggest, as the regt. is in the field, sufficiently answers the law on that subject; if not, he can be ordered to report to our state Board.
