I heartily join in Recommending to you Capt John W. Rigby of the 31st Ill vols. and hope you will favorably consider his claims, and appoint him to the command of a new Regiment, should there be any now or hereafter in process of organization in our glorious State of Illinois I have had the honor to serve with Capt Rigby nearly two years, and have been with him in several engagements in all of which he has acquitted himself with distinction and honor to his country, his honorable Scars received in Battle are truly of themselves worthy testimonials of his brilliant Services and gallantry as a true soldier and reliable officer. he is a cautious,true, and well tried veteran, and well deserves promotion, hoping that the claims of him a worthy officer will meet with your especial favor, I am Truly your obedient servant.
