In answer to your favor of 16th Inst I cannot recieve your regiment, as a regiment- I am authorized only to recieve companies for the organization of regiments and if your regiment is reported by companies they will be recieved and your claims for the colonelcy (if advanced by the officers) shall be duly considered
I cannot accept independent Regiments
