I am desirous that Major Julian Kane of the 24th Regiment Ills Volunteers be permitted to leave his Regiment, to assist in the raising and formation of a new Regiment in this State -

We feel the lack of experienced military men in this State, and I am very anxious to be able to secure the services of Major Kane, and hope that you will give him the nesassary leave for this purpose.
