&lt;/p&gt;&lt;p&gt;I notice that a bill is now before the Legislature looking to the regulation of rail road tarriffs,  I have given this subject considerable attention and am fully satisfied that the rail road and agricultural interests are mutual.  That some of the rail road companies in the state have established tarriffs that bear unequally on the producers in different localities is quite certain, I however doubt not but measures might be taken to harmonize a seeming conflict between these two great interests that would prove mutually beneficial, and be satisfactory to all parties interested  I have not seen the bill and therefore do not know whether its provisions are calculated to meet the object contemplated or not.  I see that it provides for the appointment of three Commissioners to carry into effect its provisions.  The deep interest I feel in this subject inclines me to ask to be appointed one of the Commissioners.

&lt;/p&gt;&lt;p&gt;It is not without Some hesitation that I attempt to Address one holding as high a position as your self but being in a place very disagreeable to my Self and Knowing you to be a true gentleman and a man  of fine feeling I take permission of asking liberty of you to go to my home for a few days I was wounded at the battle of Murfreesboro Tennessee loosing the thumb of my right hand and also the ends of three fingers I was sent here to Nashville to the hospital

&lt;/p&gt;&lt;p&gt;It is not without Some hesitation that I attempt to Address one holding as high a position as your self but being in a place very disagreeable to my Self and Knowing you to be a true gentleman and a man  of fine feeling I take permission of asking liberty of you to go to my home for a few days I was wounded at the battle of Murfreesboro Tennessee loosing the thumb of my right hand and also the ends of three fingers I was sent here to Nashville to the hospital

I beg of you as a Christian friend one who wishes to do right in all things, &amp;amp; at all times. I request your aid in getting to my own native State.  My family is in Quincy Ills. I should like very much to get away from the Hospital for it is a hard place to be. I enlisted to fight in the field not to suffer &amp;amp; live off of the Government &amp;amp; do it no good.

Taylor, to send me to the Hospital in Quincy as I think it by far the best to have all the sick soldiers sent to their respective states.

I am now situated so as to know that he has been in Hospital as much as nine months, his wife is anxious to obtain his release and we want to do something if possible to obtain his discharge. &lt;/p&gt;&lt;p&gt;Although not very well, he was on duty for the greater part of the time till soon after the battle of Shiloh when he was taken with a low form of fever (typho-Malairous) and sent to General Hospital.  In August last, he rejoined his Regt. and marched with us to Bolivar Tenn. where he is now in Hospital.
&lt;/p&gt;&lt;p&gt;About the 1st of Oct. Past I was appointed Surgeon in charge of the Post Hospital (&amp;amp; at a later date, Post Surgeon) &amp;amp; for about two months while I was in charge Sergt McCormick was daily under my own observation and I considered him entirely unfit for duty and recommended his discharge.  I consider that the refusal or neglect to grant his discharge is an act of great injustice to a willing intelligent young man as well as an injury to the Govt. by retaining in the service one who is totally unfit for all duty &amp;amp; undoubtably ever will be.

&lt;/p&gt;&lt;p&gt;You have learned ere this, doubtless, that Genl. Grant has relieved me of the command of the Miss. River expedition.
&lt;/p&gt;&lt;p&gt;When relieved I had returned from Port Ark. and had encamped opposite Vicksburg.  Commanding the river above and below the city and cutting off the enemy's communications by water.  I had heard nothing whatever of Genl Banks.
&lt;/p&gt;&lt;p&gt;My expedition against Port Arkansas was necessary to what is fundamental in war – the keeping open of military communications.  The enemy at the Port had been constantly sending forth detachments to obstruct the navigation of the Miss. river.  Yet Genl. Grant censured the expedition.
&lt;/p&gt;&lt;p&gt;I am persecuted in a thousand ways.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I shall be forced to leave the service unless protected by the President.
&lt;/p&gt;&lt;p&gt;I found the army defeated and disheartened, yet in seven days after assuming command led men to victory and inspired their confidence.
&lt;/p&gt;&lt;p&gt;Genl. Grants retreat from Oxford and failure to notify Sherman of the facts dooms the expedition under the latter against Vicksburg to defeat.
&lt;/p&gt;&lt;p&gt;The President ought in consistency to continue me in the command of this expedition.  I believe he desires to do so, and perhaps is unadvised that I am relieved of it.
&lt;/p&gt;&lt;p&gt;The Governors of Ind. Ill and Iowa understood that I was to have command – they acted upon that idea in forwarding the new enlistments.
&lt;/p&gt;&lt;p&gt;The messenger is waiting for this hasty letter.    Do what you can for me.

&lt;/p&gt;&lt;p&gt;Your two favors by Mr Ferry are recd.  Accept my thanks for these kind assurances.  
&lt;/p&gt;&lt;p&gt;You have learned ere this, doubtless, that Genl. Grant has relieved me of the command of the Miss. River expedition.
&lt;/p&gt;&lt;p&gt;When relieved I had returned from Port Ark. and had encamped opposite Vicksburg.  Commanding the river above and below the city and cutting off the enemy's communications by water.  I had heard nothing whatever of Genl Banks.
&lt;/p&gt;&lt;p&gt;My expedition against Port Arkansas was necessary to what is fundamental in war – the keeping open of military communications.  The enemy at the Port had been constantly sending forth detachments to obstruct the navigation of the Miss. river.  Yet Genl. Grant censured the expedition.
&lt;/p&gt;&lt;p&gt;I am persecuted in a thousand ways.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I shall be forced to leave the service unless protected by the President.
&lt;/p&gt;&lt;p&gt;I found the army defeated and disheartened, yet in seven days after assuming command led men to victory and inspired their confidence.
&lt;/p&gt;&lt;p&gt;Genl. Grants retreat from Oxford and failure to notify Sherman of the facts dooms the expedition under the latter against Vicksburg to defeat.
&lt;/p&gt;&lt;p&gt;The President ought in consistency to continue me in the command of this expedition.  I believe he desires to do so, and perhaps is unadvised that I am relieved of it.
&lt;/p&gt;&lt;p&gt;The Governors of Ind. Ill and Iowa understood that I was to have command – they acted upon that idea in forwarding the new enlistments.
&lt;/p&gt;&lt;p&gt;The messenger is waiting for this hasty letter.    Do what you can for me.
