You will accept my acknowledgments for the Copy of your Excellent message received some time since

I had occasion to send this to a good friend of mine - a former Mayor of Utica N.Y. and a neighbor of Gov Seymour there, that my friend might Contrast your message with that Gov S. - documents of widely different Characteristics - The exmayor has [expressed?] to me his high admiration of the former and his strong Condemnation of the latter.

Seymour Van B & other leading N.Y. democrats of rebel proclivities, have become frightened and are backing down as you see from their treasonable positions. Copperheadism in our own state is Collapsing & fallling to a very desirable discount.

Any good posiition in this or other matters which you may confer will be duly Appreciated by me and will doubtless be satisfactory to our peoples.

                    <text>
Springfield, Ill. Feb. 24th, 1863.

Gov. Yates:

Dear Sir having been called to Springfield on business, I called to see you at your Office, and was sorry to learn that you were too unwell to receive visitors.

I did not prepare and forward to you the papers in regard to our county seat question, as I promised you, as upon reflection I felt convinced that it would be asking too much of you to interfere, and I further felt satisfied that we can beat the matter before the people.

I desire, if it will not be asking to much of you, to present another matter, and most respectfully ask your favor. Iroquois County

has furnished for the Service more than 1200 men out of about 3100 [hunded?] that were subject to Military duty, as the returns of the enrolling Officer will show. The county has not a field Officer in the Service, or any other Military Officer of note. While in the Old Congressional Districts The Other Counties always monopolized all the Offices. The election last fall shows Iroquois County to be the banner Republican county in the 9th Congression District, yet Coles & Vermillion were honored with the appointment of the Federal Assessor and Collector. The county has ever been true to the Republican party, and has not been wanting in loyalty and patriotism. we have not been aspiring, and have asked but few favors, yet feel that our claims are entitled to respect.

I have worked faithfully, and I think, honestly, in the ranks

of the Republican party, since its organization. In conducting the Iroquois Republican, I have become considerably involved in debt. My [health?] is such that I am not able to pursue the practice of Medicine, and for that reason I entered the profession of the Law some four years since. I can realize but little from the practice of Law, as the war has almost ruined that business in our county.

If the congressional Conscription Bill becomes a law, I desire the appointment of Provost Marshall for our Congressional District. We are in the 7th, but if you have signed the late apportionment Bill, Iroquois will be in the 10th District.

If you will be kind enough to recommend me for the position I desire, I will be under great obligations for the favor. If my request be granted, please forward the recommendation to me, at Middleport, Ill.

Yours truly,

C.F. McNeill.

C.F. McNeill.

Middleport, Ill.

Feb 24th/63.

Desires the appt. of Provost Marshal for his Congressional District.

                <text>

Consciption

To his Excellency

Gov Richd Yates

Respected Sir,

I have been informed that Government has ordered five Regiments four of Infantry and one of Calvary for state service. and Sir while Copper headed Democrats pursue the course in which they are [now?] engaged. in my opinion I concur that it is a wise and satisfactory movement. The official acts of the past Legislature are sufficient to convince every Patriot that love his country more than party that the signs of the times are portentous for evil and that the time had arrived when Traitors at home as well as in the field needed to be learned that if they are inclined, to trample upon the Government and the Laws that the Government still possesed the

power to at least enforce its Laws and compel all such sympatisers with Rebels to take their place either with the South in the field where they belong or hold their place and cease endeavoring to produce dissatisfaction with our Glorious Government

But what I desire to communicate to you is I desire the Command of one of those Infantry Regiments. I would not make the request were I not fully convinced from experience that my health will not permit me to remain in a Southern Climate since my connection with the Military I have devoted my time to the study of Military Law and the Drill. and I feell confident from the experience I have had no man in the field can bost of a better Drilled and disciplined Regiment than mine when [we were?] unfortunately [captured?] by giving me the command of the Regts above refered to it will enable you to make such choice as your Judgments dictates to fill the vaccancy so created I hope sir you will not consider me

importunate or troublesome. I am induced to make the within request from the fact I do not desire to leave the service of my country but to change its position. I am under a great Debt of gratitude to you for the many favors you have extended with me. and as I expressed to you one day in your office my services are at your disposal in any manner you may desire them, draw upon me in any manner you deem best and I am ready and willing to respond my standing Toast is Gov Yates for the next U S. Senator. hoping you will give the above a favorable consideration

I remain your Obt. Sevt

Hon. Mr. Yates, Governor of Illinois,

I seat myself to direct a few lines to you, which I hope will meet with favorable success, and will be received with kindness. I am well aware of your hearing all the particulars of the late great battles of Muffressboro , in which most particular the sons of Illinois done honor to their noble state, of which they are proud of. But I do not think, that anyone can imagine the trial and hardships we also had to go through after meeting with the fate of a true soldier, in being wounded and then taken prisoner by those heartless traitors of so glorious a nation of ours. But for the sake of all that is dear to us, we endured fatigue, imprisonment, cold and hunger, until we landed safe on the shore of Maryland, to call us once more; Uncle Sams boys. We are here now, applying to you and entreating your kind sympathies

and calling on you for aid, to use your influence at the War Department to call the Sons of Illinois to their own State, to let them remain there, untill they are exchanged; when they will ever be ready, once more to rally around that standard, to strike the death blow to this cursed rebellion.

I am nothing but a private, who served for nineteen months, from day to day fulfilled his duties, untill I was wounded at the late battle, from which I am not quite well yet. Allthough never before wishing to leave my regiment on a furlough, I now plead to You to send if possible, a free pass for me and a companion of mine, to Springfield. I should be very thankfull, if my wish could be granted; for I cannot at any rate serve my country at present, untill exchanged; when

I will then gladly and joyfully grasp my arms with the warcry: Union, Liberty or Death! I do sincerely hope you will have it in your power to grant my wish; if not, I wish at anyrate to soon hear your opinion about the matter, if only in a few lines; and I remain your humble and obedient
