&lt;/p&gt;&lt;p&gt;Dear Sir.  I saw Genl Pope on Saturday last.  While he professes to be very anxious that some Illinoisan should be on Fremont's staff, he admitted that he had never mentioned the matter to Fremont.  There is but one way to get the matter effected and that is for you to see Fremont.  If the President will make me Ass. Adj. Gen. with the Rank and pay of Col. I will take the place, if you can find no person better qualified.  If Fremont requests this of the President, and you do also ask it, he will do it.  It is nothing to me, but I will serve, if this opportunity is given to me.
&lt;/p&gt;&lt;p&gt;I have many applications to join my Regiment, but I take no companies unless I am satisfied that they are good ones.  Col. Engleman is now on a tour of examination, so as not to be imposed upon,.  I hope to form a Regiment “as is a regiment,” but it will take some time.
&lt;/p&gt;&lt;p&gt;We have a gentleman here, Fred. Von Schrader, a man of great property, brother in law of Breese, and the Morrisons, who has been a Cavalry officer, in the Prussian service, and is now Capt. of our homeguard cavalry.  He seems to understand his business remarkably well.  He was a strong Douglas Democrat, (in the Morrison interest, for he is not a politician.)
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and his women folks are almost secessionists, though he is a warm Union man now.  He would make a splendid Col. Of Cavalry, and if you have no other competent persons, I would advise you to call upon him.  He has a large business here (Distilling) but I presume he would, if called upon, give his services to the Country.
&lt;/p&gt;&lt;p&gt;He is a perfect model of a Gentleman has nephews in the regular army, and is very intelligent.
&lt;/p&gt;&lt;p&gt;He has been [opposing?] me bitterly in fatalities, and I have no motive in recommending him, except the good of the State, as he is an accomplished cavalry officer.
He has been in the County some twenty five years, and is perfectly familiar with the Country.

I am aware that the most effectual course would be to get it forwarded through your Excellency the Governor of Illinois -  There are reasons, why I dont go to the Governor of Missouri - viz - That from the beginning of this [intestine?] strife, I have been a warm admirer of President Lincoln.  In all things

&lt;hr /&gt;he has appeared to me, so honest, and earnest, so straight forward, &amp;amp; single minded, that I have but one feeling in my mind about him - that of the warmest admiration - Now as Governor Gamble has fallen under the rebuke of the President, I would rather not communicate through him -
&lt;p&gt;But apart from that, there are more legitimate reasons than personal only, why I address myself to you - you can testify doubtless to much that I have said about the condition of the Coal Trade in Illinois, and how much the masters are, to a great degree under the dominance of the men - Now this is a state of things that ought not to be - and can I believe, be quietly remedied - and a great means for that is one that I have indicated - I am a practical Colllier myself, and know how to

&lt;/p&gt;&lt;p&gt;I enclose you a communication, I have prepared for President Lincoln - it speaks for itself - I may be wrong in addressing it to him, &amp;amp; I do not wish to do wrong   I wish it to go to the proper quarter for consideration.  I am aware that the most effectual course would be to get it forwarded through your Excellency the Governor of Illinois -  There are reasons, why I dont go to the Governor of Missouri - viz - That from the beginning of this [intestine?] strife, I have been a warm admirer of President Lincoln.  In all things
&lt;/p&gt;
&lt;hr /&gt;he has appeared to me, so honest, and earnest, so straight forward, &amp;amp; single minded, that I have but one feeling in my mind about him - that of the warmest admiration - Now as Governor Gamble has fallen under the rebuke of the President, I would rather not communicate through him -
&lt;p&gt;But apart from that, there are more legitimate reasons than personal only, why I address myself to you - you can testify doubtless to much that I have said about the condition of the Coal Trade in Illinois, and how much the masters are, to a great degree under the dominance of the men - Now this is a state of things that ought not to be - and can I believe, be quietly remedied - and a great means for that is one that I have indicated - I am a practical Colllier myself, and know how to 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;address and reach these men in England, so as I believe to induce many to come over here - &amp;amp; I should like to engage in it -
&lt;/p&gt;&lt;p&gt;I am sure Col. Taylor will allow me to refer to him, as to the correctness of all I have advanced about La Salle - I add a copy of a letter I have addressed him by same post --

&lt;/p&gt;&lt;p&gt;I came to this Country about 3 months since, with some Miners from Yorkshire &amp;amp; Lancashire in England, with a view to engage in Coal Mining in Illinois, which, from private  sources, we had heard good accounts of in England.  When I reached Chicago, I found that mainly owing to a League amongst the Colliers in the State, I could do no good.  However, I was  recommended by Mr Phillips Sec " of The I.C.R.R. Com. to Col. Taylor, a Coal Proprietor of La Salle, who was then in Chicago &amp;amp; stood in need of a manager for his works - I accompanied Col. Taylor to La Salle, but after staying with him a week we found that no good could be done on account of the strength of this League and some of the men had  I been earning, as Col. Taylor showed me 8.10 and even 12$ a day:- and, at the same time, to my own knowledge, the best Colliers in England, Wales, or Scotland, doing the same kind of work, could not earn more, in the same hours, than a single dollars.  I then went to Rock Island, &amp;amp; found the same League affecting the Collieries in that neighbourhood - at Danville, I had already been told by one of the proprietors, that they were 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;almost stopt.  I then came down to St. Louis. the men who came with me, having gone to Belville &amp;amp; Du Quoin.  I, However, visited the Iron Mountain &amp;amp; Pilot Knob, &amp;amp; the whole neighbourhood, for I always took an interest in such properties - being familiar with them.  I here saw more Iron ore, and of better quality, than is to be found in the whole of Staffordshire, the great centre of the Iron Trade in England, where some hundreds of Furnaces are in full blast &amp;amp; nothing was being done at Pilot Knob. I also examined the almost inexhaustible  deposits of lead, in and around the Counties of Washington &amp;amp; Franklin in Missouri - which can scarcely be said to be touched. and I resolved to address you on the following subject.
&lt;/p&gt;&lt;p&gt;There are thousands of working Colliers &amp;amp; Miners in Great Britain, who, if they but knew of half the advantages here within the reach of all, would gladly come and take advantage of them - good steady, hard working men, with families growing up round them but who, at times can but barely keep their heads above water, it would be a blessing to these men to know of these things, and a reciprocal benefit to this Country for them to come and share them - and you don't need to be told, how readily the industrious - well - to - do working man, will avail himself of such advantages when plainly put before him - the provident habits which has made him steady and hard working, are the very incentive to his coming with a view to better his permanent condition - But we know nothing of these things in England

&lt;p&gt;I propose therefore, with your approval, to write a series of easy familiar letters to Miners &amp;amp; Colliers in Great Britain, describing such things as will  interest them, for I am a practical Collier myself, &amp;amp; shew them what Miners have done - what they can &amp;amp; may do here - and ,- where and get them inserted in such of the English, Irish, Welsh, &amp;amp; Scotch papers, as have chief circulation amongst the Mining population.  I know what papers to select, &amp;amp; can undertake the whole subject with ease -  I am morally certain, it would be productive of much good to the miners, and be a lasting benefit to the States where they may settle - indeed, the want of it, is now severely felt in Illinois, &amp;amp; in Missouri, (I speak only of what has come under my own knowledge) at the present time, the Colliers at Belville &amp;amp; Du Quoin, are earning from 5. to 6. &amp;amp; even 8 $ a day.  this is not only entailing an extra charge on the Community, but tells against the starting or reopening large works, such as Pilots Knob or other undertakings, where the consumption of Coal forms a large portion of the expenses -
&lt;/p&gt;&lt;p&gt;I am of middle age, 41, of active habits, &amp;amp; should enter upon this work as a pleasure and a duty, for my heart would be engaged in it.  I could procure insertion of the letters in any papers  necessary, for there are plenty of philanthropic men like John Bright, Richard Cobden, &amp;amp; others, who would give countenance to such efforts if needed -
&lt;/p&gt;&lt;p&gt;It is due to you, Honored Sir, and I state it

&lt;p&gt;frankly, and with diffidence, that during the whole of this tortuous and arduous conflict - the temperate yet firm manner in which you have pursued the even tenor of your own way, has always commanded my highest admiration - &amp;amp; it is but fair to myself perhaps, that I should state as much - My object and proposition however, is apart from politics and strife altogether - my communications could be made, if needs be, in duplicate, one copy being handed to any authority you may appoint - &amp;amp; my attention first given to any District you may name-

&lt;/p&gt;&lt;p&gt;You will remember the short visit I paid to LaSalle, with you from Chicago, and the difficulty we had in doing any good there, through the overbearing conduct of the Colliers combined in the League - which formed indeed, the subject of much comment in the papers at the time - after leaving you, I went to Rock Island, &amp;amp; have since visited the Coal Districts in the Southern part of the state - where the men I brought are now working - In all cases - I observed the same cause of complaint, viz - the intolerance of the  miners or Colliers over their employers, &amp;amp; after considering the subject, I 
&lt;/p&gt;
&lt;hr /&gt;have thought I may do my humble endeavour to try &amp;amp; remedy it viz- by writing a series of easy familiar letters to miners &amp;amp; colliers in England, Wales, &amp;amp; Scotland, for I am acquainted with every district there - telling them what miners &lt;u&gt;have done&lt;/u&gt; - what they &lt;u&gt;may do&lt;/u&gt; here - and &lt;u&gt;where&lt;/u&gt;, and get them inserted in such papers as have most circulation amongst them - this I can do - for there is many a good Collier in England, not earning so much in &lt;u&gt;one week&lt;/u&gt;, as some of your men were earning in &lt;u&gt;one&amp;gt;/u&amp;gt; &amp;lt;u&amp;gt;day&lt;/u&gt; - this I know of my own knowledge.
&lt;p&gt;I have accordingly addressed a communication to President Lincoln thro' Governor Yates of Illinois - in the course of which, I have made allusion to my visit with you to LaSalle,  what I saw there, &amp;amp; that the impracticability of the men, which we both experienced, 
&lt;/p&gt;
&lt;hr /&gt;first suggested to my mind, &amp;amp; I named it at the time - the desirability of taking some steps to remedy it.
&lt;p&gt;If it is not asking too great a favor of you, &amp;amp; I was indebted to you for much attention &amp;amp; courtesy whilst in LaSalle - would you kindly write a line to Governor Yates - to testify to the correctness of what I have here said - and how desirable a thing it would be to endeavour to procure other men from England, Wales, or Scotland. by so doing you would promote the general good - and render me an additional service -
