The following characteristic correspondence between the President of the Confederate States and his Holiness, Pope Pius IX., we clip from La France (Paris) of December 29th:

President Davis to the Pope.

Richmond, Sept. 23, 1863.

Very Venerable Sovereign Pontiff: The letters which you have written to the clergy of New Orleans and New York have been communicated to me, and I have read with emotion the deep grief therein expressed for the ruin and devastation caused by the war which is now being waged by the United States against the States and people which have selected me as their President, and your orders to your clergy to exhort the people to peace and charity. I am deeply sensible of the Christian charity which has impelled you to this reiterated appeal to the clergy. It is for this reason that I feel it my duty to express personally, and in the name of the Confederate States, our gratitude for such sentiments of Christian good feeling and love, and to assure your Holiness that the people threatened even on their own hearts with the most cruel oppression and terrible carnage, is desirous now, as it has always been, to see the end of this impious war; that we have ever addressed prayers to Heaven for that issue which your Holinees now desires; that we desire none of our enemy's possessions, but that we fight merely to resist the devastation of our country and the shedding of our best blood, and to force them to let us live in peace under the protection of our own institutions, and under our laws, which not only insure to every one the enjoyment of his temporal rights, but also the free exercise of his religion.

I pray your Holiness to accept, on the part of myself and the people of the Confederate States, our sincere thanks for your efforts in favor of peace. May the Lord preserve the days of your Holiness, and keep you under His Divine protection.

(Signed)

Jefferson Davis,

President of the Confederates of North America.

The Pope to President Davis.

Illustrious and Honorable President, salutation:
We have just received, with all suitable welcome, the persons sent by you to place in our hands your letter dated 23d September last. Not slight was the pleasure we experienced when we learned, from these persons and the letter, with what feelings of joy and gratitude you were animated, illustrious and honorable President, as soon as you were informed of our letters to our venerable brothers John Archbishop of New York, and John Archbishop of New Orleans, dated the 18th of October of last year, and in which we have, with all our strength, excited and exhorted those venerable brothers that in their episcopal piety and solicitude they should endeavor, with the most ardent zeal, and in our name, to bring about the end of the fatal civil war which has broken out in those countries, in order that the American people may obtain peace and concord, and dwell charitably together. It is particularly agreeable to us to see that you, illustrious and honorable President, and your people, are animated with the same desires of peace and tranquility which we have in our letters inculcated upon our venerable brothers. May it please God at the same time to make the other peoples of America and their rulers, reflecting seriously how terrible is civil war, and what calamities it engenders, listen to the inspirations of a calmer spirit, and adopt resolutely the part of peace. As for us we shall not cease to offer up the most fervent prayers to God Almighty that He may pour out upon all the peoples of America the spirit of peace and charity, and that He will stop the great evils which afflict them. We, at the same time, beseech the God of mercy and pity to shed abroad upon you the light of His grace, and attach you to us by a perfect friendship.

Given at Rome, at St. Peter's, the 3d of December, 1863, of our Pontificate eighteen.

(Signed)
Pius IX.

The undersigned, being two of the committee appointed by
the U.S. A. of this city, to address you on the
subject of the judicial election, that is to e
held in this district, this fall, beg leave to represent,
that in our opinion it would not
be well to have the election of judge on the
same day of the general election, for fear
that party strife may run so high, at that time,
that a very improper person might be elected.
We fear that after you have received judge Merriman's
resignation, it will be too late to have
an election ordered and advertised before the
excitement, connected with the general election,
will have begun to rage. If so, please place it
sometime after say about fifteen days, so that
party strife may have had to time to subside.

Judge Powell, the other committee man,
is in Chicago, or he would no doubt join with us
in this letter.

Yours in haste

Please inform us at your
earliest convenience, whether
or no the foregoing suggestions
meet your approval.

C. Ballance.

Please inform us at your
earliest convenience, whether
or no the foregoing suggestions
meet your approval.

But during the short time I have been here, I have been strongly impressed with the great need there is for more working Colliers in the State of Illinois.

The high price of Coal here, is a natural result of this state of things -

Now there are thousands of steady hard working miners & Colliers in England, who would readily come over here, if they knew that by so doing they could effect such a permanent improvement in their condition - as is the case with every industrious and steady man who settles here. But they don't know these things in England -

There are plenty of philanthropic men, as Richard Cobden & others, who would give countenance to such endeavours if needed - as it would be a mutual benefit to the miners themselves, as well as to the State & Country where they settle -

I should be happy to engage in this work, for my sympathies would go with it & it would be both a pleasure and a duty - and I would devote myself to it for the sum of $100 per month besides travelling Expenses

Dear Sir,

Some short time since, I addressed you a note, respecting the great want of Coal Miners in Illinois - Lest, in the great multitude of business which I see has lately engrossed your attention, my communication has escaped your notice, I take the liberty of enclosing your another - It is for the hands of President Lincoln, or the proper authority for such matters.

The case offered by your State at the present time, is an unusually strong one- for the simple fact, that such is the scarcity of Colliers throughout Illinois, that many of them are now earning as much in one day, as, to my knowledge, can only be earned in

a week by some of the best Colliers in Great Britain and the effect of this must come home to the consumers throughout the State.

I am well acquainted with all the Mining Districts throughout England, Wales, & Scotland, and being a practical miner, know how to address the men you want, by easy familiar letters which I propose to write, and insert in such papers as have chief circulation amongst them. The papers I allude to, circulate upwards of one million copies per week.

If this were done for a few months, I apprehend there would be a great improvement for the better in eh state of the Coal Trade of Illinois, as well as for the consumers.

I should suggest that a copy of my communications be handed

or forwarded to you - for your inspection - indeed, I could make Springfield my headquarters - and I have little doubt but plenty of opportunities would offer for my introducing English Capital into the State as well as working miners

I hope you will pardon the liberty I take in addressing you again - and allow me to leave this subject to your favorable consideration

Dear Sir,

I am more than pleased with the kind notice you take of my letter, but after the perusal of your communication, will you permit me to add this. That I think my being here is very opportune to the measures you have put on foot in Great Britain, for this reason. I am a practical Miner and Collier, and could render much aid to the efforts being made in England, in this way, I can write letters specially addressed to the Miners and Colliers of Great Britain, which they could not fail to understand, and get them circulated in publications which chiefly prevail amongst them, whilst your friends would, I dare say, by public meetings, or other means, be doing the best they could to prevail on Miners to leave England & come here.

I cannot but think that their efforts would be much strengthened and expedited, by the publication of my letters coming from an independent source upon the spot. The English miners, are a very independent and thoughtful class of men, & judge for themselves, and I humbly submit, that the effect of a written application, (which it would amount to) or letter or address, would have as much or more weight on their minds, than a speech - the one is heard and partly forgotten, the other is read and pondered over, and it needs something of that character to induce men, good for anything, to break up their homes and remove to a foreign country - but as I honestly believe, & know that they would better themselves, and permanently so too. I should feel it both a pleasure and duty to use all fair and honorable inducements that lay in my power to prevail on them to take that important step - and they would want nothing more than the plain state of the case fairly put before them without exaggeration. There are certain particulars, and

prices with regard to the details of the work, so much more to their advantage than ever they derive in Great Britain, that I have no doubt would have great weight with them and which I should throw light upon.

I think about 3 months would be quite sufficient to thoroughly ventilate the subject and if I had $300 guaranteed to me, besides travelling expenses, I would at once set about it.

There is a letter in the Morning Edition of the "St. Louis Union" that I wrote on the mineral & agricultural resources of Missouri for publication in England, which Col. Broadhead, prov. Marshal General, thought sufficiently interesting for publication here - I send you the paper.

I have written to the President by same post, similar in purport to this letter and must again commend the matter to your own consideration - & am, Dear Sir,

I know it is through your efforts that the Illinois Troops have been transferred to their own states and that is your desire to make them as comfortable as the circumstances will admit but it does look hard to put a man in the hospital and tell him he can't go out on any conditions whatever. in all probability you are not aware
