&lt;/p&gt;&lt;p&gt;Upon Consultation it is thought best to have the meeting at this place, as we have the best of Accomodations and will draw a part of Beaureau &amp;amp; Henry Counties, and nearly all of Sec. Ogle. Carroll &amp;amp; Whiteside here, better than at any other point.
&lt;/p&gt;&lt;p&gt;We want you to set the day, and let us know as soon as possible, as we have a county Fair here Commencing on the 22nd inst and it will be a good time to advertise the Meeting.

&lt;/p&gt;&lt;p&gt;Some short time since, I addressed you a note, respecting the great want of Coal Miners in Illinois - Lest, in the great multitude of business which I see has lately engrossed your attention, my communication has escaped your notice, I take the liberty of enclosing your another - It is for the hands of President Lincoln, or the proper authority for such matters.
&lt;/p&gt;&lt;p&gt;The case offered by your State at the present time, is an unusually strong one- for the simple fact, that such is the scarcity of Colliers throughout Illinois, that many of them are now earning as much in one day, as, to my knowledge, can only be earned in 
&lt;/p&gt;
&lt;hr /&gt;a week by some of the best Colliers in Great Britain and the effect of this must come home to the consumers throughout the State.
&lt;p&gt;I am well acquainted with all the Mining Districts throughout England, Wales, &amp;amp; Scotland, and being a practical miner, know how to address the men you want, by easy familiar letters which I propose to write, and insert in such papers as have chief circulation amongst them.  The papers I allude to, circulate upwards of one million copies per week.
&lt;/p&gt;&lt;p&gt;If this were done for a few months, I apprehend there would be a great improvement for the better in eh state of the Coal Trade of Illinois, as well as for the consumers.
&lt;/p&gt;&lt;p&gt;I should suggest that a copy of my communications be handed 
&lt;/p&gt;
&lt;hr /&gt;or forwarded to you - for your inspection - indeed, I could make Springfield my headquarters - and I have little doubt but plenty of opportunities would offer for my introducing English Capital into the State as well as working miners

&lt;/p&gt;&lt;p&gt;I came to this country with some miners from Lancashire &amp;amp; Yorkshire in England, with a view to engage in Coal Mining in Illinois, my purpose however has for the present been frustrated. But during the short time I have been here, I have been strongly impressed with the great need there is for more working Colliers in the State of Illinois.
&lt;/p&gt;&lt;p&gt;The public papers have for some time past, exhibited many instances of insubordination and riot on the part of the men, who are combined in a League throughout the state, for 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the maintenance of exorbitant wages, and other regulations of an oppressive character. It is not long since I visited La Salle, and learned from Col. Taylor, that some of his Colliers had been earning as much as 6, 8 &amp;amp; even 10 dollars a day - whilst to my own knowledge, the best Colliers in England could not earn more than one dollar per day. The high price of Coal here, is a natural result of this state of things -
&lt;/p&gt;&lt;p&gt;Now there are thousands of steady hard working miners &amp;amp; Colliers in England, who would readily come over here, if they knew that by so doing they could effect such a permanent improvement in their condition - as is the case with every industrious and steady man who settles here. But they don't know these things in England -
&lt;/p&gt;&lt;p&gt;I propose therefore, as a prac
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;tical miner, to write a series of easy familiar letters, addressed to the miners &amp;amp; working Colliers in Great Britain, pointing out to them in a plain manner, the great advantages that are here within their reach, and insert them in such papers as have chief circulation amongst them in England, Wales, &amp;amp; Scotland. There are plenty of philanthropic men, as Richard Cobden &amp;amp; others, who would give countenance to such endeavours if needed - as it would be a mutual benefit to the miners themselves, as well as to the State &amp;amp; Country where they settle -

Mr Bennett is an unconditional Union man -- for many years the Editor of the Zanesville Courier and Gazette, and who was one among the first to espouse the cause, and to advocate Lincoln's election--. &lt;/p&gt;&lt;p&gt;Very Venerable Sovereign Pontiff: The letters which you have written to the clergy of New Orleans and New York have been communicated to me, and I have read with emotion the deep grief therein expressed for the ruin and devastation caused by the war which is now being waged by the United States against the States and people which have selected me as their President, and your orders to your clergy to exhort the people to peace and charity.  I am deeply sensible of the Christian charity which has impelled you to this reiterated appeal to the clergy.  It is for this reason that I feel it my duty to express personally, and in the name of the Confederate States, our gratitude for such sentiments of Christian good feeling and love, and to assure your Holiness that the people threatened even on their own hearts with the most cruel oppression and terrible carnage, is desirous now, as it has always been, to see the end of this impious war; that we have ever addressed prayers to Heaven for that issue which your Holinees now desires; that we desire none of our enemy's possessions, but that we fight merely to resist the devastation of our country and the shedding of our best blood, and to force them to let us live in peace under the protection of our own institutions, and under our laws, which not only insure to every one the enjoyment of his temporal rights, but also the free exercise of his religion.

That I think my being here is very opportune to the measures you have put on foot in Great Britain, for this reason. I am a practical Miner and Collier, and could render much aid to the efforts being made in England, in this way, I can write letters specially addressed to the Miners and Colliers of Great Britain, which they could not fail to understand, and get them circulated in publications which chiefly prevail amongst them, whilst your friends would, I dare say, by public meetings, or other means, be doing the best they could to prevail on Miners to leave England &amp;amp; come here.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I cannot but think that their efforts would be much strengthened and expedited, by the publication of my letters coming from an independent source upon the spot. The English miners, are a very independent and thoughtful class of men, &amp;amp; judge for themselves, and I humbly submit, that the effect of a written application, (which it would amount to) or letter or address, would have as much or more weight on their minds, than a speech - the one is heard and partly forgotten, the other is read and pondered over, and it needs something of that character to induce men, good for anything, to break up their homes and remove to a foreign country - but as I honestly believe, &amp;amp; know that they would better themselves, and permanently so too.  I should feel it both a pleasure and duty to use all fair and honorable inducements that lay in my power to prevail on them to take that important step - and they would want nothing more than the plain state of the case fairly put before them without exaggeration.  There are certain particulars, and

&lt;p&gt;prices with regard to the details of the work, so much more to their advantage than ever they derive in Great Britain, that I have no doubt would have great weight with them and which I should throw light upon.
