This man, Echols, was a citizen of Monroe County, in this state, before the commencement of the rebellion. - He is now a Brigadier General in the rebel army, and is frequently on the border of our State, with his command, annoying the people very much by conscripting them, carrying off their property &c. My purpose in writing you is to ask that you will see that proceedings are commenced in the U.S. over

I can procure the means of Witnesses who will prove that they have seen Echols in the rebel service, and whose attendance can be had at the court when needed.

Very Respectfully.

Sir

I enclose you a copy of a letter handed me by a friend a few days since, from which it will be seen that John Echols, is the owner of 21 lots in the City of Chicago in your State. This man, Echols, was a citizen of Monroe County, in this state, before the commencement of the rebellion. - He is now a Brigadier General in the rebel army, and is frequently on the border of our State, with his command, annoying the people very much by conscripting them, carrying off their property &c. My purpose in writing you is to ask that you will see that proceedings are commenced in the U.S. over

Court to confiscate the lots mentioned. I would write direct to the District attorney, but I fear he might neglect to attend to it, and I feel it my duty to see that the Government gets the benefit of whatever means such traitors may have in the loyal States.

I can procure the means of Witnesses who will prove that they have seen Echols in the rebel service, and whose attendance can be had at the court when needed.

Very Respectfully.
