</p><p>I enclose you a copy of a letter handed me by a friend a few days since, from which it will be seen that John Echols, is the owner of 21 lots in the City of Chicago in your State. This man, Echols, was a citizen of Monroe County, in this state, before the commencement of the rebellion. - He is now a Brigadier General in the rebel army, and is frequently on the border of our State, with his command, annoying the people very much by conscripting them, carrying off their property &c. My purpose in writing you is to ask that you will see that proceedings are commenced in the U.S. over

<p>Court to confiscate the lots mentioned. I would write direct to the District attorney, but I fear he might neglect to attend to it, and I feel it my duty to see that the Government gets the benefit of whatever means such traitors may have in the loyal States.
</p><p>I can procure the means of Witnesses who will prove that they have seen Echols in the rebel service, and whose attendance can be had at the court when needed.

</p><p>I have a brother, a prisoner at Camp Chase, Ohio; He desires to take the oath of allegiance very much, He has wrote to me several leters on the subject. And I know from his anteceedent, that he never was a secessionist, But after Buells retreat from out of Tennessee and Bragg got possession there, then my Brother Harvey, C, Nickens, like many other good and loyal citizens were compelled into the Rebel Service, He too like many others there had a large family, and nothing to get away with, Hence an awful necessity stared them in the face, Which you understand beter than I can describe, - He wants to take the oath and come down here, and get som of his friends to go and get his family out of Marshall County Tenn; And bring them here to him, And I am shure that he will be as Loyal citizen as the State of Ills containes, - But who am I; that gives you this assureance; I am a humble citizen; By reference to the files of your office you will find that I simply bear a Justices Commission at your hand

<hr /> At the commencement of this conflict I with my family fled from the land of Dixie, as from the deadly [illegible] of the Great Saharah Desert, My brother desired to come, but owing to the oposition of his wife, the golden moment passed away from him, Often has he and his wife repented it, But it was too late - and now while he is here he wants to stay, And my dear Governor I want you to assist him; and that as soon as you can; That is if you have any power; and I suppose you have.

</p><p>You may remember signing a petition for a colonel ship for our old friend Lieut Wm Strawn, over a colored Regt., to be sent to Washington.
</p><p>For some reason I learned that he failed to secure it.
</p><p>Could he not be promoted in the new regiments to be raised in this state?
</p><p>Judge Berdan and myself and the other petitioners in his behalf feel that he is not advanced as fast as his merits deserve, and that he is so retiring and modest that he never will be, unless you or some other good friend should interfere in his behalf:
</p><p>You reccollect that his testemonials from his fellow officers were of the highest character? What can you do for him? Good times those "glory hallelujah!" & "We will rally round the flag boys" &c

I have often been urged by officers of this (Ky.) state to accept a commission in one of their regiments, but ever priding myself with the interest and honor of my native "Prairie State" I declined the generous offer. I am but an humble young man, whos aspirations are principally in a civil Literary life; but so long as reddened fields of strife demands my feeable co-operations for the welfare of my country - the suppression of the rebellion, restoration of the Union, and the perpetuity of our Republican institutions, however peaceful and welcome the assiduities of

<hr /> home may be, they are but discontentments, and I can but wish to mingle in the confusions of war, but when Anarchy and Treason are driven from our country by the glittering swords of the Sons of Freedom I will gladly substitue the "Pen" instead of the weapons of warfare for the welfare of my people - with them to bask in the glorious sunlight of peace, union and universal liberty. I have the recommendations as to business qualities, moral character &c. but the herewith enclosed are sufficiently explanatory &c,- would mention Hon's Laurance Weldon and Thos. Snell, with whom you are doubtless well acquainted, who reside in Clinton Ills., for further refference.

</p><p>You will remember that when I was in Springfield last month you informed me that Mr. Chase had promised you, that he would appoint a friend of Mrs. J. L. Dugger's to a clerkship in his Department, with the understanding that he should divide the salary with her.
</p><p>I have now a letter from Mrs. Dugger in which she expresses regrets she is not here to see you herself, but as she is not, and can not be in time, she wishes you, before you leave Washington to see Mr. Chase and request him in compliance with his kind offer, to appoint H.W. Brelsford to a Clerkship. He is a worthy and competent young man, and an ardent and active Republican, and agrees to pay Mrs. Dugger $600 - per annum out of his salary. There are several vacancies of First Class $1200 and Second Class $1400 Clerkships in the Third Auditors Office at this time

</p><p>Exc Governor Sir,
</p><p>having received a fiew from you, & giving me infermation but which I was ignorant of at the time, but as a soldier I had ought to have known this before, I wish to ask a fiew things in which I am now ignorant of. that is I having been put in the invalids corpse, against my own will and I now feel able to bee-at my respective regiment and company also but as it is I can not go on the account of being in the invalid corpse, and I wish to eather go to my regt or bee transfered to my own state if possible, I would like to go to Chicago Ill if I could, or if I could go to my Regt I would go, but as I now am, I cannot
