&lt;/p&gt;&lt;p&gt;I have made inquiry into Thos Doyles case and do not think he is one of that needy &amp;amp; worthy class to whome the small fund in your hands should go.  I therefore return it to you. This Mr Doyle was an Irish Teamster got into the fight by accident (as I suppose) and lost his Home. since his return home the Town has pretty thoroughly &lt;u&gt;begged&lt;/u&gt; for his profit and a considerable sum of money raised for him - he has bought a lot &amp;amp; built quite a good house, and will (if he has not already) draw a Pension.  The Irish are an intolerable set of Beggars, and the more we give them the more they expect of us - I could name others to whome it would be much better to pay the money, but the wants of our poor soldiers families here, are now pretty well supplied.

&lt;/p&gt;&lt;p&gt;In common with the generality of men who have volunteered in the countrie's service, I am desirous of promotion.  I volunteered in the 8th Regt Ills. Vol. (Infty) in April 1861 and served honorably until transferred to the Invalid Corps last September.  During my connection with the 8th Regt. I participated in the battles of Fort Donelson, Shiloh, Thompson's Hill, Champion Hills, Big Black River and Seige of Vicksburg.  I have charge of a rebel company here and have recruited thirty three (33) men from it for the United States Navy.
&lt;/p&gt;&lt;p&gt;I have never aspired to any position nor do I now unless merit entitles me
&lt;/p&gt;

&lt;p&gt;to it.  My object has always been to do my duty at all times and acquit myself honorably in the estimation of my superior officers. Vol. (Infty) in April 1861 and served honorably until transferred to the Invalid Corps last September.  During my connection with the 8th Regt. I participated in the battles of Fort Donelson, Shiloh, Thompson's Hill, Champion Hills, Big Black River and Seige of Vicksburg.  I have charge of a rebel company here and have recruited thirty three (33) men from it for the United States Navy.
&lt;/p&gt;&lt;p&gt;I have never aspired to any position nor do I now unless merit entitles me

&lt;/p&gt;&lt;p&gt;Your kind letter informing me of the applications for the post of Sutler in Rock Island and tendering your kind offices in the matter, adds much to the weight of obligation I am already under to you.  The position of Sutler is now held by Mr &lt;u&gt;Albert C Dart&lt;/u&gt;, of this city, under appointment of Col Rusch late commandant of Col Johnson the present commandant of the Barracks, and which appointment is as I suppose, now on file in the War Department for the indorsement of the Secretary.
&lt;/p&gt;&lt;p&gt;Mr Dart is one of the very best and most reliable business men, and active working republicans in our city, and is iminently deserving of the place.
&lt;/p&gt;&lt;p&gt;His application was based on the request of the leading business men of the city, and his discharge of the duties of the position has met the unqualified acceptance of the officers in charge and all others concerned.
&lt;/p&gt;&lt;p&gt;For his sake I should be highly gratified to have his appointment approved and his commission issued.

&lt;/p&gt;&lt;p&gt;I have two sons in the 80th Regt Ill. Vols.  From one I learn that there is an effort making in the regiment to have the vacancy of the Cols position filled by one of the officers that are now with the Regiment.  It may be none of my business, but such vacancy being filled whilst the Lt. Co., Major and the greater part of the line officers are suffering in Libby prison.
&lt;/p&gt;&lt;p&gt;I think it an act of great injustice to say the least.  I beleive it is said to be understood that whoever gets the appointment shall resign immedeately on the release of the officers that are in Libby.  But it dont seeme right to me that Lt. Col. Rodgers should be cheated out of nearly a years salary as Col simply because he through no fault of his is a prisoner and some Skulking Officer who knows nothing of hardships past present and prospective
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;endured and to be endured by the officers and men composing the ill Starred expedition of Col. Straights.  Should have the Col place There is no doubt that on the release of the Officers, but what Lt. Col. Rodgers will be the choice of the Regiment for Colonel.
&lt;/p&gt;&lt;p&gt;Pardon this plain letter as I know Col. Rodgers was mainely instrumental in getting up the Regiment and I understand that he and Major Bates are worth more to the Regiment than all the other Officers. From one I learn that there is an effort making in the regiment to have the vacancy of the Cols position filled by one of the officers that are now with the Regiment.  It may be none of my business, but such vacancy being filled whilst the Lt. Co., Major and the greater part of the line officers are suffering in Libby prison.
&lt;/p&gt;&lt;p&gt;I think it an act of great injustice to say the least.  I beleive it is said to be understood that whoever gets the appointment shall resign immedeately on the release of the officers that are in Libby.  But it dont seeme right to me that Lt. Col. Rodgers should be cheated out of nearly a years salary as Col simply because he through no fault of his is a prisoner and some Skulking Officer who knows nothing of hardships past present and prospective
&lt;/p&gt;

&lt;p&gt;endured and to be endured by the officers and men composing the ill Starred expedition of Col. Straights.  Should have the Col place There is no doubt that on the release of the Officers, but what Lt. Col. Rodgers will be the choice of the Regiment for Colonel.

Rodgers was mainely instrumental in getting up the Regiment and I understand that he and Major Bates are worth more to the Regiment than all the other Officers. We respectfully state that we enlisted as Volunteers, with the right and privilege of Choosing our own officers.  And we feel that this is still our right, or it should be our right, Our wounds have disabled us from field service.  This certainly should not disfranshise us of choosing our own officers again.  And we are loth to beleive that the goverment for which we have fought and bled will take from us this privilege.  And compel us to accept such officers as may be put over us regardless of how little experience or Judgement they may have, A large portion of us are Illinoians, the rest are

&lt;/p&gt;&lt;p&gt;I take the liberty to enclose you letter which I received several days ago from my esteemed friend Mr Welch It speaks for its self - He wants you to commission William B Gale now a private in the Board of Trade Battery of this city - Some time ago Gen Farnsworth offered him a position in his Cavelry regiment now being raised in Kane County either as Capt or Lieutenant if you would commission him  Mr Welch told me where in Chicago that he ---- had letters from Gen Farnsworth to that affect I understood him to say the letters had been forwarded to you at Springfield - Mr Gale has been highly recommended for promotion by his Capt (Capt Stokes) these recommendations I understand have also been forwarded to you.
&lt;/p&gt;&lt;p&gt;I know Mr Gale personoly - he was formely a salesman in the well known Dry Good House of Cooley Farwell Co of this City - prompted by Patriotism he left  a salary of fifteen hundred dollars per year &amp;amp; -{illegible]  future prospects to serve his country as a private  ---- If you can commission him in Fransworths Regiment  I wish you would do so - he would accept a Commission as lieutenant or Capt in army one on the Cold Regiments now being raised - I stake my Honor &amp;amp; personal reputation as to the [illegible] of the [illegible] here made by myself and also by my friend Welch - I will esteem it a great personal favor to my self if you will take time to consider this case and let me know the result - if you can commission him please do so and ---- forward the same to me

&lt;/p&gt;&lt;p&gt;A question of considerable doubt and of importance has been greatly agitated and discussed among those men who enlisted in this regiment the first of August 1862 and upon which we respectfully ask your opion.  We enlisted with the understanding to serve the unexpired term of the regiment and to be mustered out at the expiration of the term of the regiment, but this was not entered on the muster roll.  the muster roll upon which our names appear reads for three years or during the war, to this, we called the attention of the recruting officers, to which he replied that made no difference.  that he was recruting under a Special order to fill the deficency of the regt.  we never had an occasion before this to investigate the matter &amp;amp; upon which seems to be a great diversity of opion as to whether we are legitimately bound for the three years.  Is it  possible

&lt;/p&gt;&lt;p&gt;A question of considerable doubt and of importance has been greatly agitated and discussed among those men who enlisted in this regiment the first of August 1862 and upon which we respectfully ask your opion.  We enlisted with the understanding to serve the unexpired term of the regiment and to be mustered out at the expiration of the term of the regiment, but this was not entered on the muster roll.  the muster roll upon which our names appear reads for three years or during the war, to this, we called the attention of the recruting officers, to which he replied that made no difference.  that he was recruting under a Special order to fill the deficency of the regt.  we never had an occasion before this to investigate the matter &amp;amp; upon which seems to be a great diversity of opion as to whether we are legitimately bound for the three years.  Is it  possible
