I learn there are a number of our Ill. soldiers in Hospitals here, &amp;amp; several cases of affecting interest have been especially called to my attention.  One who has recd. no pay at all for some 17 months; another who has been waiting in vain 4 months for his papers since promised a discharge---all arising from some deficiency in the papers which they know not how to correct or get corrected &amp;amp; others care not.  Ohio also has a military agt here.  Shall be absent a few days, on a mission of my own, to ascertain the sanitary state &amp;amp; wants of our Union Soldiers in Kansas, at least those at Fort Leavenworth &amp;amp; intermediately.

&lt;/p&gt;&lt;p&gt;I wrote you about three months ago requesting you to intercede in procuring my discharge from the Army, to obtain promotion in the Miss Naval Squadron, after waiting a reasonable time without hearing anything in reply. I consulted my Comd'g Officers, who made application to the War dept direct, the reply they received was, that my discharge could not at that time be acted upon, because the Navy Dept had received no recommendation for my appointment of Acting Masters Mate from Rear Admiral D. D. Porter.
&lt;/p&gt;&lt;p&gt;Now the letter I received from Capt Pennock Comd't of Fleet, and Naval Station, Cairo, Ill. and approved by Admiral Porter which I forwarded to you, was my recommendation, if you have said letter in your possession I would respectfully request that you immediately forward to the Sec of the Navy, or send to me that I may take measures to bring about what I have as yet

I consulted my Comd'g Officers, who made application to the War dept direct, the reply they received was, that my discharge could not at that time be acted upon, because the Navy Dept had received no recommendation for my appointment of Acting Masters Mate from Rear Admiral D. D. Porter.
&lt;/p&gt;&lt;p&gt;Now the letter I received from Capt Pennock Comd't of Fleet, and Naval Station, Cairo, Ill. and approved by Admiral Porter which I forwarded to you, was my recommendation, if you have said letter in your possession I would respectfully request that you immediately forward to the Sec of the Navy, or send to me that I may take measures to bring about what I have as yet

&lt;/p&gt;&lt;p&gt;If we can get the detail asked for I am satisfied we should meet with reasonable success in the vicinity where the regiment was raised and our reports show that we very much need all the recruits we can obtain. I am satisfied that my officers as a body are as efficient as any in the service of the same experience, and all are determined on all occasions to prove themselves worthy the proud name that Illinois soldiers have won on nearly every contested field of the war

&lt;/p&gt;&lt;p&gt;I write to learn if I could get authority to raise a company of men to be mounted and armed with the sixteen shooters - Rifles - a late invention of Connecticut manufature - and the sabre. I apprehend that men equipped in this way, acting with the rapidity of cavelry, would be as efficient as treble their number of Infantry. However this might be I beleive many would enlist in such a company that otherwise would not. Would not the efficiency of the sixteen shooters more than repay for their extra cost? Would they not be of good service against the guerillas?
&lt;/p&gt;&lt;p&gt;I enlisted in the 42nd Regt Ill Vols after their formation at Chicago, in Augt/61. Went through their Mo campaign - When I was attacked with the fever and measles, and received my discharge in April/62. A short experience, yet as my health has been gradually
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;but surely verging toward its original standard I am now able and willing to try another campaign Governor Yates will you give me a chance at the infernal guerillas. They are an extra editions to Gods footstool and should be wiped out. And a company, if no more, equipped as above, acting under a cavelry or infantry colonel or Brigadier would certainly hurt some of them. If Your Excellency considers the above proposition in a favrible light, What would be the maximum and what the minimum number allowed for a company. Perhaps an application of this kind should be made in a different manner, but as I am not acquainted with the formalities in such cases, if any, I hope the will may be taken for the want of them. And whether the application be successful or not, I shall consider it better made than unmade.

&lt;/p&gt;&lt;p&gt;Sir,
&lt;/p&gt;&lt;p&gt;I write to learn if I could get authority to raise a company of men to be mounted and armed with the sixteen shooters - Rifles - a late invention of Connecticut manufature - and the sabre. I apprehend that men equipped in this way, acting with the rapidity of cavelry, would be as efficient as treble their number of Infantry. However this might be I beleive many would enlist in such a company that otherwise would not. Would not the efficiency of the sixteen shooters more than repay for their extra cost? Would they not be of good service against the guerillas?
&lt;/p&gt;&lt;p&gt;I enlisted in the 42nd Regt Ill Vols after their formation at Chicago, in Augt/61. Went through their Mo campaign - When I was attacked with the fever and measles, and received my discharge in April/62. A short experience, yet as my health has been gradually

&lt;p&gt;but surely verging toward its original standard I am now able and willing to try another campaign Governor Yates will you give me a chance at the infernal guerillas. They are an extra editions to Gods footstool and should be wiped out. And a company, if no more, equipped as above, acting under a cavelry or infantry colonel or Brigadier would certainly hurt some of them. If Your Excellency considers the above proposition in a favrible light, What would be the maximum and what the minimum number allowed for a company. Perhaps an application of this kind should be made in a different manner, but as I am not acquainted with the formalities in such cases, if any, I hope the will may be taken for the want of them. And whether the application be successful or not, I shall consider it better made than unmade.
