&lt;/p&gt;&lt;p&gt;At a special meeting of the city Council of the City of Centralia on Tuesday evening April 5th AD 1864. The following Preamble and resolutions were adopted, viz:
&lt;/p&gt;&lt;p&gt;Whereas, depredations have been committed upon the property of Loyal Citizens of this City of Centralia by Soldiers belonging to various Regiments returning home on furlough after having reinlisted, and by Veteran Regiments passing through the city by Railroad which are unbecoming the well disiplined soldier, The injury falling upon the soldiers friend as well as the Southern sympathizers. Therefore be it -
&lt;/p&gt;&lt;p&gt;Resolved by the City Council of the City of Centralia that we recommend to Gov Yates that a squad of men be stationed at Centralia for the protection of our Citizens against such depredations, as well as against the dangers of Southern Spies who we believe frequent our City.
&lt;/p&gt;&lt;p&gt;Resolved that in the opinion of this Council the Head Quarters of the Provost Marshall for the 11th District should be located at Centralia this being the only point in said 11th District at which Veteran Regiments rendezvous. That thereby the depredations complained of would be prevented.
&lt;/p&gt;&lt;p&gt;Resolved that while we most heartily endorse the conduct of the Illinois soldiers and those of all the Federal Armies of the Nation upon the battle

&lt;/p&gt;&lt;p&gt;Yours of the 9th inst is at hand. I was greately disappointed at not seeing the Gov when here.  I wanted to see him &lt;u&gt;badly&lt;/u&gt; in relation to many things.  I write you at this time under the impression that you go to Washington with the Gov, yet in consideration of the chances, I shall send this in the case Col Woods with directions &amp;amp;c.
&lt;/p&gt;&lt;p&gt;On account of my late serious illness I require a change.  I wrote the Gov in relation to it, &amp;amp; am in receipt of a letter from him today. He writes - "if you will decide what position you will apply for, I will give you strong letter &amp;amp;c."  The Gov writes me a very kind letter &amp;amp; assures me of his assistance.
&lt;/p&gt;&lt;p&gt;Not having been an office seeker, I am not well posted as to what offices are vacant that will pay &amp;amp; find it difficult to get here the information I would desire.  I have my mind upon the following offices which I understand are vacant, but have not been able to
&lt;/p&gt;
&lt;hr /&gt;inform myself whether or not the Prest will fill the vacancies.
&lt;p&gt;U.S. Marshall for the &lt;u&gt;south&lt;/u&gt; Dist of Mississippi
&lt;/p&gt;&lt;p&gt;U.S. Marshal for the &lt;u&gt;Eastern&lt;/u&gt; Dist of Arkansas

If no prospect of same, then at this distance from Washington, &amp;amp; my limited information, a Direct Tax Commissionership is the only thing I can think of.  I know no reason why the Prest should not soon proceed to organize the Dist Courts in the States reclaimed, or partially so, from the rebellion -- and in the course of &lt;u&gt;human&lt;/u&gt; &lt;u&gt;events&lt;/u&gt;, this is to be done, a Marshalship would be Just the thing for me.

&lt;/p&gt;&lt;p&gt;Nevertheless, I cannot give you any such assurances as to employment in hospital as you make a condition of reentering the service. I have no power, myself, beyond my own regiment, and in that all vacancies have been filled. Beyond that all I could do would be merely in recommendation. I am perfectly willing to certify you for such position, if the particular place can be fixed upon. General recommendations are not of much account, you know, in such cases

&lt;/p&gt;&lt;p&gt;It has been to me a matter of pride and pleasure to know that the first suggestion in regard to "Mounted Infantry," since so valuable the Government, and now so formidable to the rebels, was mine over one year ago, forwarded to you, and with your recommendation forwarded on to the War Department.   Of course it would have received very little thought or encouragement without your recommendation but that it received, and the success of that arm of the service has proved the wisdom of the recommendation.
&lt;/p&gt;&lt;p&gt;I desire to make another suggestion, and it is only made after having been discussed by various Illinois boys, now doing service elsewhere, and others who still cling to the old State organizations, and all of whom are very anxious for the suggestion to be carried into effect.  It is that the soldiers themselves be permitted to give at once an appropriate and convincing proof of their appreciation of your efforts in their behalf, and their full faith in the patriotic feeling which has prompted you.  The desire is not to burden any one of all the thousands of Illinois
&lt;/p&gt;
&lt;hr /&gt;brave sons who are in the field; but enable each to contribute as he may feel disposed to this work.  I desire to print and circulate papers for contributions in every Illinois regiment and battery in the service for the purpose of raising a fund, the total of which shall be placed in the hands of some responsible person or persons, who shall expend it in erecting a residence for you and your children which shall remain with the descendants during all coming time.
&lt;p&gt;I believe the whole might be done, and a very respectable sum raised within six or nine months, and I know that the soldiers would enter into such an enterprise with a will which would rather need repressing than attempts to make the sum to be raised large.
&lt;/p&gt;&lt;p&gt;I am now only doubt whether it would be wise to limit the donation of each or not.  I should certainly desire that the contribution blanks be of an uniform size, and when all were in bound for reference hereafter, or rather that each might some day be able to prove by his signature the part he had taken in the present struggle.  This, Governor, is not a mere passing fancy.  I believe it can and will succeed, even beyond my expectations,
&lt;/p&gt;
&lt;hr /&gt;these are large.  I do not, either, see any impropriety in it.  I know that all will feel proud thus to give a lasting vote in your favor.
&lt;p&gt;As the effort is not to be confined to one regiment I have felt it right to first inform you of the intention expressed by many to put this suggestion into execution, and stake all on make it a grand success of which the recipient may well be proud.

&lt;/p&gt;&lt;p&gt;It has been to me a matter of pride and pleasure to know that the first suggestion in regard to "Mounted Infantry," since so valuable the Government, and now so formidable to the rebels, was mine over one year ago, forwarded to you, and with your recommendation forwarded on to the War Department.   Of course it would have received very little thought or encouragement without your recommendation but that it received, and the success of that arm of the service has proved the wisdom of the recommendation.
&lt;/p&gt;&lt;p&gt;I desire to make another suggestion, and it is only made after having been discussed by various Illinois boys, now doing service elsewhere, and others who still cling to the old State organizations, and all of whom are very anxious for the suggestion to be carried into effect.  It is that the soldiers themselves be permitted to give at once an appropriate and convincing proof of their appreciation of your efforts in their behalf, and their full faith in the patriotic feeling which has prompted you.  The desire is not to burden any one of all the thousands of Illinois
&lt;/p&gt;
&lt;hr /&gt;brave sons who are in the field; but enable each to contribute as he may feel disposed to this work.  I desire to print and circulate papers for contributions in every Illinois regiment and battery in the service for the purpose of raising a fund, the total of which shall be placed in the hands of some responsible person or persons, who shall expend it in erecting a residence for you and your children which shall remain with the descendants during all coming time.
&lt;p&gt;I believe the whole might be done, and a very respectable sum raised within six or nine months, and I know that the soldiers would enter into such an enterprise with a will which would rather need repressing than attempts to make the sum to be raised large.
&lt;/p&gt;&lt;p&gt;I am now only doubt whether it would be wise to limit the donation of each or not.  I should certainly desire that the contribution blanks be of an uniform size, and when all were in bound for reference hereafter, or rather that each might some day be able to prove by his signature the part he had taken in the present struggle.  This, Governor, is not a mere passing fancy.  I believe it can and will succeed, even beyond my expectations,
&lt;/p&gt;
&lt;hr /&gt;these are large.  I do not, either, see any impropriety in it.  I know that all will feel proud thus to give a lasting vote in your favor.
&lt;p&gt;As the effort is not to be confined to one regiment I have felt it right to first inform you of the intention expressed by many to put this suggestion into execution, and stake all on make it a grand success of which the recipient may well be proud.

&lt;/p&gt;&lt;p&gt;In behalf of the men of the Detachment 39th Ill Vols I would most respectfully apply for information respecting the time of the discharge of three year men.
&lt;/p&gt;&lt;p&gt;Are men who have had no furlough during the three year service entitled to a discharge prior to their actual date of enlistment on that account?
&lt;/p&gt;&lt;p&gt;If there is any such time allowed, in favor of the soldiers what would be the extent of it? 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Will the period of service date from individual enlistment or from the first regimental muster prior to leaving the State?
&lt;/p&gt;&lt;p&gt;I ask this last question from the fact many claim we can be held till the date of muster of the regiment Oct 11th although the soldier may have been enlisted Aug. 6th 1861. Sworn into the service by Capt Webb and drawn pay and clothing from that date.
