&lt;/p&gt;&lt;p&gt;I have for some time been thinking the matter over in regard to the position I have taken under Pope and I have serious apprehensions that it may not prove pleasant One thing I must do that is sustain myself at Home and I believe I can do that better in some other position I wish you would not make any appointment for Lieut Col in Smiths Regiment but appoint the Col &amp;amp; Maj and say to all that ask about it that the place is promised and will be made known in proper time. Smith can get the Regiment together
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and drill it for awhile and in the mean time I will discharge my present duties &amp;amp; thoroughly prepare my self to discharge the duties of Lieut Col. this matter I wish you to think over and if you feel that you can do what I ask let me know but say nothing to any other mortal. As I am arranging for some tall [opperations?] in our corner and I want you to help me all you can consistently. I know from what I have learned of Popes disposition that he &amp;amp; I will not get along, for by God no man living can ride rough shod over me and I understand he is

&lt;p&gt;in the habit of doing that with everybody that is under him. I will do my duty but I must receive Gentlemanly treatment from my superior officer or there will be a fuss certain, this matter I have thought over seriously for some time and I am satisfied that a position of that kind would be better for me in every respect and as far as [discharge?] the duties are concerned I know I can do that by proper application.

&lt;/p&gt;&lt;p&gt;You are aware that I have recently returned from the South where I spent some two years. I lay no claim to "martyrdom" there, for I was permitted peaceably to remain as long as I wished, and when I was ready I came away. I might have remained perhaps (though that is doubtful even) if I had been willing to suppress my honest convictions of right and duty, and join in a crusade against the government
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to which I have ever recognized my allegiance; and so far as pecuniary profit is concerned, I might have done much better there than here.
&lt;/p&gt;&lt;p&gt;But such an alternative never presented itself. You know that changes of residence from the South to the North cannot be made now without heavy sacrifice; and though I was more fortunate than most in this respect, my case was no exception to the general rule. Yet I determined to make the sacrifice at the time I did, and should have done so even if it had cost me my last cent.
&lt;/p&gt;&lt;p&gt;I believe I have never been an applicant for office of any kind, either Civil or military, State or National. I don't wish to be regarded in that light now. I cannot, however, forget that I have a small family to maintain, &amp;amp; that my means of support are limited, well-nigh exhausted. The country
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and the State require the services of many men in various capacities. I do not doubt that you have applications enough not only to fill every place within your gift, but every place for which you could suggest a name in the State or General Government. I merely wish to say, if there is any post for which you deem me qualified, and in which I may be able at once to do something for my country in the time of its need and peril, and secure a respectable support for myself and family I shall be greatly obliged if you can conscientiously assist me in securing it. You are as well prepared to judge of my qualifications as anyone. I do not ask a sinecure, I wish to be in some position where I can make myself useful, where I can render an equivalent for whatever I may receive.
&lt;/p&gt;&lt;p&gt;For the last two weeks I have

From what I know of the men engaged in the movement I confident the Regiment will be in all respects one which will do honor to our State and I hope you will be so situated that they can be accepted and mustered at once into service  
&lt;/p&gt;&lt;p&gt;Now is a time when our Country needs men and good men and without intending any disparagement to the Regiments already in the field I can assure you from personal knowledge that so far as I have any right to an opinion of military men or matters this proposed organization will contain the best elements which yet been turned out for the defense of our country.

The soul and spirit with which Dr. Roe has entered into this contest has endeared him to all true patriots in this portion of the country. The energy and skill he manifests

&lt;/p&gt;&lt;p&gt;At Washington, on the 23rd, I presented the enclosed papers to the Sec: of War, S.P. Chase. Sec: of the Treasury, is my personal friend who made his endorsement in the papers, marked No 1.
&lt;/p&gt;&lt;p&gt;I was accompanied to the Sec: of War's Office by officers of the army, my old friends, former companions.  He said he would give me a commission, if it was in his power, to offer me one suitable to my position; and after consultation, recommended 
&lt;/p&gt;
&lt;hr /&gt;me to apply to you for the command of one of the new Regiments to be raised in Illinois, or for a vacancy, if one should occur, in one already raised.
&lt;p&gt;My friends &amp;amp; relative, Hon O. H. Browning gave me the enclosed letter to you.
&lt;/p&gt;&lt;p&gt;I would have tried to have entered the service sooner, but for the calamity of our Banks which involved me in troubles that I am just getting retired from

&lt;/p&gt;&lt;p&gt;I beg leave to respectfully represent to your Excelency, the destitute condition of this Town and vacinity, and the perilous situation that we occupy in consequence of the Beligerent attitude assumed by our neighbours in Northern Kentucky, they are all the time recruiting and raising companies for the aid of the South, and we know not what day or night we may be attacked by them in this portion of the State where nothing but the Ohio River intervenes between us and the rebbels.  it would be very easy for them to bring a company of their volunteers over here before the started them South, and burn and destroy our Town, and Kill off its defenseless citizens, which the have threatened to do.
&lt;/p&gt;&lt;p&gt;We have a home guard organized, and there has been a company of volunteers raised here whos services will be tendered your Honour this week, and if they are accepted, and ordered away we will be in a still more defenceless condition.
&lt;/p&gt;&lt;p&gt;To render our situation more critical a few of our citizens having southern sympathies have left this side of the river and are now in Ky
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;making speeches and other ways inflaming the people of that State against us.  denouncing us as abolitionists and that a man coming from that side of the River would be liable to be mobed and maltreated on acct of his political opinions, and that they were obliged to leave, and when they sent for their property, it was forcibly taken off the Ferry boat and confiscated these kind of misrepresentations are being made for the purpose of inciting an armed mob to come upon us
&lt;/p&gt;&lt;p&gt;We therefore respectfully ask your &lt;u&gt;Honour&lt;/u&gt; if you can, to send, us in &lt;u&gt;haste&lt;/u&gt; one hundred guns and one [ps?] cannon.  I will give you ample security that they will be returned when called for.  For the truth of my statement, and loyalty to the government, I refer to Col J C Sloan surveyor of the post of Cairo.  And to Gen Prentis commandant at the same place, and Jno Olney at or near Cairo
