&lt;/p&gt;&lt;p&gt;From the papers I learn the Governor of Ohio under the last call of the President for troops proposes to form Twenty new regiments of Infantry.  Not knowing what will be your system or policy with reference to the quota from our State I venture upon this communication.
&lt;/p&gt;&lt;p&gt;I will not presume upon giving advice nor would I ask the humble privilege of even making Suggestions but hope to be allowed to express my own views.
&lt;/p&gt;&lt;p&gt;Allow me to say in the beginning that I have long been thoroughly convinced that our old System of &lt;u&gt;recruiting&lt;/u&gt; has been very fatal to the interests of our army &amp;amp; country.  Volunteering is the proper plan of &lt;u&gt;forming&lt;/u&gt; an army when the war fever is high and the great national heart beats quick with a zealous patriotism but when the first 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ardour is over and the army is formed then keep its ranks &lt;u&gt;full&lt;/u&gt; by a sure unerring certain swift and merciless draft.
&lt;/p&gt;&lt;p&gt;That old commutation clause  (now happily repealed) was as useless as it was weak and unmanly.  Then let us have the draft and let it fall upon all all alike---make every Section and every one bear the proper burden.  I hope too it will not be our policy to form another &lt;u&gt;new&lt;/u&gt; regiment---no not one.
&lt;/p&gt;&lt;p&gt;We have now in the field one hundred skeleton regiments!  About half this number are Veteran organizations.  Let their ranks be filled to the &lt;u&gt;minimum&lt;/u&gt; at least, that those proud Stern gallant old regiments that have Shed so much lustre on our fair State, may hold their organizations and perpetuate their illustrious histories and glorious records of valor and virtuous renown.
&lt;/p&gt;&lt;p&gt;I ask this, in part, for the brave old 21st.  I think the regiment that has given to the Country a Lieut General, and that has achieved glorious results by its determined and unflenching Courage and Self-Sacrificing patriotism &lt;u&gt;ought&lt;/u&gt; to have some favors shown it,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;&lt;u&gt;though it never received any heretofore.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;It now has about Two hundred and Twenty men being nearly Two hundred veterans.
&lt;/p&gt;&lt;p&gt;It yet holds its organization but unless it obtains recruits will not be able to do so very long, for there will not be enough left to compose the Color-guard.  There are enough men for two full companies.  Then why not send it 6 or 8 full and organized &lt;u&gt;Companies&lt;/u&gt; of one or two years men and then again will be such a regiment as followed Col Grant from Springfield July 3d 1861!
&lt;/p&gt;&lt;p&gt;These Veteran regts have the pledge of the government that they shall hold their organizations while they have men enough to carry the Colors!
&lt;/p&gt;&lt;p&gt;This is one of the principal considerations of their reenlistment.  Then would it not be economical and justice and encouragement to the brave fellows to fill up their ranks?
&lt;/p&gt;&lt;p&gt;I ask this much as an old soldier, believing it to be the true interest of our government to do so.
&lt;/p&gt;&lt;p&gt;I have no &lt;u&gt;persona&lt;/u&gt;l interest in this matter other than that of patriotism and love of justice My time having expired and my health failing I left the &lt;u&gt;front&lt;/u&gt; on the 28th of June and am now in Chattanooga on temporary duty.

&lt;p&gt;I am getting my papers in order and will very soon leave the Service.
&lt;/p&gt;&lt;p&gt;By reference to the politics of our Dist I suppose I will soon be a candidate for the Legislature  I have been asked to accept the nomination and &lt;u&gt;under the circumstances&lt;/u&gt; have concluded it was proper to do so and I am advised that I will be nominated when our convention meets at Mattoon Ills on the 3d day of next month.
&lt;/p&gt;&lt;p&gt;Something more than a month since I sent you a recommendation to commission 1st Asst Surg. James L.[Reat?] of my regiment in the position of Surgeon of Same regt vice Eden M. Seeley resigned.  Has there yet been any action taken in this case.
&lt;/p&gt;&lt;p&gt;If you see proper please address me at Chattanooga, don't give regiment as the letter would then go to the regiment in field.

&lt;/p&gt;&lt;p&gt;Hoping that you will pardon me for the liberty I take in again asking you, to sent me that recomendation you promised to my young friend James M. Blake, I take the liberty for so doing. You will recollect he wants a Lts: Com: in a Negro Regiment, please then to forward it at your earliest convenience. Allow me also to state to you that we are sadly neglectet here, we have no hospital for our sick and nobody to care for them, So far I have actet as hospital Stewart, waiter and paymaster, but when I am sick myself and have to lay round on the ground like a hog with the [murrain?] is rather an uphill bussiness. I know it is not your fault but we are your troops, and we obliged your call which was in my situation and position an uncommon sacrifice. The Commanding General here is either a base Copperhead or a very unfit person for his position, the Troops here have not been paid for 5 or 6 months and they have taken to Stealing on whatever they can lay their hands on, so that a common Soldier here is looked upon as a common thief. The lead management of the Federal Camp here, will increase the copperhead majority largely

&lt;/p&gt;&lt;p&gt;The undersigned Officers of Illinois Regiments now serving in the Department of the Cumberland disclaiming any desire to interfere with  your privileges as Governor, or any intention to doubt your patriotism or watchful care for the interests of our soldiers in the field, beg respectfully to submit for the consideration of your Excellency, the following considerations touching the disposition to be made of the troops about to be raised in our State under the late call of the President.
&lt;/p&gt;&lt;p&gt;it seems to us that it is all important that the new troops should be disposed of as to make them available at the earliest practicable moment.
&lt;/p&gt;&lt;p&gt;Our Country need men at once.  Will it be wise to organize as is being done in some States,  new regiments waste the precious time that will necessarily be wasted in such organization, when by assigning 
&lt;/p&gt;
&lt;hr /&gt;  
&lt;p&gt;these new men to regiments in the field, you place them under officers of experience and at once surround them with experienced comrades, who can teach them how to cook, sleep, march and fight, whilst you strengthen and encourage the Veteran Soldiers by filling the broken ranks of his regiment.
&lt;/p&gt;&lt;p&gt;As you are aware the Illinois regiments now in the field are very much depleted, the Veteran regiments adding to the depletion caused by the accidents of the service - those of their original members who did not re-enlist.
&lt;/p&gt;&lt;p&gt;They appeal to you, to whom they have never appealed in vain, to give them the physical strength that they may strike more crushing blows for our Country around whose Altars so many of their Comrades Illinois Sons have fallen.

C 78 Illinois Volunteer infantry who is a resident of McDonough Co Illinois is now in the Hospital at Jeffersonville Indiana.  His friends wish him to be transferred to the Hospital at this place.  He was wounded at Kenesaw Mountain.  You will do him a great kindness if you will take the necessary steps to have him transferred to Quincy and transportation furnished.  He is very desirous to come here.

General Grant's Campaign.
&lt;/p&gt;&lt;p&gt;Ex-Governor Ramsey, United States Senator from Minnesota, passed through Chicago, en route for home, yesterday, having, since the adjournment of Congress been on a visit to the army before Petersburg.  He gives a very encouraging account, says the Journal, of the situation and the prospects.  He visited our entire lines, and without exception found the officers and the men full of hope and confidence.  They feel sure that their present campaign will result no only in the capture of Petersburg and Richmond, but what is more important, in the destruction of Lee's army, which is the main object of the present operations.  Everything appears satisfactory in our position near Petersburg, and the army is not idle.  At present, sapping and mining are the order of the day, a la Vicksburg.
&lt;/p&gt;&lt;p&gt;Governor Ramsey had conversations with General Grant, who told him to request the people of the North to "possess their souls in patience" - that all will come out right - that his success is beyond doubt - that his grand plan has been successfully carried out so far, and is certain to be successful in the end.  General Grant has never felt greater confidence of success than he feels now.  But it is a stupendous work he has before him, and the people must not be unreasonable in their anticipations; they must not expect that to be be done in a week which cannot be done in a month; for if they will but have patience, they will in due time be fully repaid for the exercise of that virtue, by the splendid success that will crown the efforts of the army of the Potomac to overwhelm the chief army of the rebellion.  The destruction of Lee's army will be almost equal to the suppression of the rebellion.  The people, therefore, can afford to wait, if that achievement is likely to result from the present apparent inactivity - for it is more apparent than real.
&lt;/p&gt;&lt;p&gt;It is a fact that our people do not appear to appreciate that the mere capture of Petersburg and Richmond would be worth but little to us, unless Lee's army be at the the same time either captured or destroyed. General Grant could capture Petersburg any day, if he should so elect; but it would be at a useless and needless sacrifice of life.  The same is the fact as regards Richmond.  By a heavy sacrifice of life, he could very soon get possession of the rebel capital.  But that is not his object.  Lee's army is what he is after, and he believes he will end its career as the result of the present campaign.  Let us share his confidence, and patiently wait on the progress of events.

&lt;/p&gt;&lt;p&gt;Who are we to blame?-There is a screw loose sure enough.  Patriotism is good, but a soldier cannot fight without ammunition or arms, and when a soldier is nine months in the service without ever receiving "nary a red" of pay wherewith to buy a "chew" he can be bribed! be he ever so honest.  Our regiment, the 17th Illinois Volunteer Cavalry, has not received one cent of pay since mustered in, and no wonder that some actually "jayhawk" merchandise (to realize money therefrom), milk other people's cows, hook cabbage and other greens.  Money is the great ventilator.  Let U. S. see that his "boys" are treated right and even now all would be well, and we would fight rebellion and shoddy!

It may be the paymaster's, or those higher in authority, or the blame may rest on the commissioned officers of the regiment.  But whoever is guilty in this matter, a speedy remedy should be applied.  The Government has no right to hold men in this condition.  We hope that Governor Yates will inquire into the matter, and see that they are either paid and suitably armed, or else discharged from the service; and if the fault lies with the officers of the regiment let them be dismissed and competent men appointed in their places.
&lt;/p&gt;&lt;p&gt;But admit all that our correspondent charges, and still it furnishes no justification for burglaries, robberies, the receiving of bribes, &amp;amp;c., as he seems to indicate that it does in the communication above.
