I have served uncle Sam now 3 years & 4 months; and I am now a reinlisted veteran, I have fought a good many hard battles as stated in the [aubeg?] inclosed letter, I am now desirous to obtain promotion to obtain command of a Negro Regiment or Company to which I think I am entitled for the services I and my dear wife have performed; she as well as myself has been with me in every battle named in the enclosed letter, in regard to my qualifications I can give the best of references from Officer in the Army; as well as from Citizens at home to my

I would prefer &c to go in to a negro Command as private before I would go into 43 Ill. Therefore if there is any chance to releive me from this 43 Ills Regiment I don't care what negro Company or Regiment I recive, so the first of September next, If you have no objection I will come and receive from yours personally The answer to my application

We join in a letter with others of our citizens appealing to you as our chief Magistrate to come to our assistance. The letter will give you an idea of the state of things down this way. We feel like orphan children, and unless you hearken to our cry, we Know that we shall get no protection or assistance.

By reference to the map, you will see that the border from Paducah Ky to Evansville Ind say 150 miles is more exposed to rebel attack than allmost any other district on the border. We are in the centre of this: as a Navy District it is under the charge of Lieut. Fitch an Indiana man, who seems to think if he protects the Indiana border it is all that is necessary. He stations at the Evansville wharf 3 vessels, to protect a secesh town Henderson he has one, to protect another secesh town Owensboro he has one. then he has one or two more vessels which lay at Paducah and Smithland: Here in Gallatin, Hardin, Pope, Massac, & Pulaski counties in Illinois, left to take care of themselves, poor devils. and more exposed than any where else on the line.

Aug 16 1864

Mt. Vernon Indiana above us 35 miles, gets a detachment of Uncle Sams blue coats, 6 splendid pieces of Brass Cannon, and for the border of Indiana 75 miles, they have a Regt. (probably 15 or 20 ps Cannon, four or five Gun Boats. In contrast with this the Illinois border of 75 miles. has not a Gun Boat - not a soldier, not a piece of artillery - furnished by the Government. Our gallant Illinois Boys are sent to the front. this little town, the despised black republican hole as the rebels term us, buys her own artillery, her own ammunition, fights her own battles, and to day flaunts the old stars and stripes in the faces of rebels as defiantly and proudly as the glorious old flag waves from any fortress. We don't know but that it is presumption in us asking anything, but if we thought we were entitled to ask, we would like a few soldiers, or one little Gun Boat: with these we might make proper defense against any infamous traitors who assail us.

Gov Richard Yates

Springfield Ills

Sir -

An effort is being made in this place under the guidance of certain leaders of the Peace Democracy of the County to organize a Military Company and draw arms from the State. This company numbers over one hundred men and was organized ostensibly for the defence of the town. One E. M. Vance is Captain. The Company is composed altogether of Copperheads some of whom are known to have been in sympathy with Clingman and his gang, and it is generally understood that a large majority of them belong to the secret order that controls the movements of the Democratic party---and that the arms if obtained will be used to resist the draft or against Union men in case of any collision. As there is already a company of Union men organized in this town and who are provided with guns obtained from the State, and it is not yet full it occurs to us that these

men might attest their good intentions by joining this organization. This however they have refused to do and the Peace party leaders who have opposed the draft and who oppose the administration uniformly of both the State and National Governments, have Engineered and conducted the movement. It is the belief of all the prominent Union men of the town that the arming of this Company will be attended with only evil results and that a number of the men composing it would rather fight with Clingman and his gang than against them. And in the [illegible] of any outbreak they would be found with the bushwhackers plundering and shooting Union men. That you Excellency may take prompt and immediate action in this matter and prevent this Company from obtaining arms is the wish and desire of a large majority of the Union men of the town and county.

These men have the endorsement of Col [Remann?] of this place who informs me that he permitted his name to be used without reflection but upon mature consideration he is convinced that the step will only lead to further trouble and possibly a collision between the two political parties. Hoping that you will give this matter your earliest attention I am

Your very Respectfully

We cordially endorse the statements made in the enclosed letter by Dep. Marshal Wallace, and hope the suggestions of the same will be attended to at the Earliest moment practicable.

Vandalia Ills Aug 16th 1864.
