All of the other states have their regular appointed State agent located at this place to aid the soldiers in any way they may need

It is true we have not as many Ill soldiers here as other states consequently the agent would not have as much to do But there are some and they frequently need the assistance of an authorized person to act

for them Several persons have spoken to me and wanted I should get appointed The office I do not crave but would be willing to aid our soldiers all I can Will you be kind enough to write to Govr Yates and ask him to appoint me should he see fit to do so I will try to perform the duties faithfully

Respecfully Yours

And perhaps would do as well as any one of our Illinoisans in Washington ocupying a Clerkship

It may be you have already arranged this matter. If not I should think it well that some one feel more than a general responsibility for our Soldiers there.

                    <text>
Near Atlanta Ga. Aug. 18th 1864

Sir

I understand that you are the soldiers friend & that is my reason for addressing you. I first enlisted at East Lasalle Co. Ill June 7th 1861 & was with Col. Mulligan at Lexington Mo. was captured there sent to Chicago & discharged from service. I reenlisted Jan. 2nd 1862 under Col. Cushman of 53rd Ill Vol. of which Regt. I am now a veteran vol. When the 53rd went into camp Douglas I was detailed in Hosp. as a nurse, & was left behind my Regt. as such in Gen. Hosp. After the 53rd had left there, I was induced by fair promises to again join the 23rd, and they put my name on their rolls, but I was not mustered into that Regt. so after they had gone to Virginia I got to thinking the matter over, and

wrote to you in Jan 1863 to see what I should do in the matter as they of the 23rd had failed to keep their promises to me. Capt. S.A. Simmason got an answer to my letter to you, also the one I sent you, and threatened to finish me for writing to you about it, so I deserted his Regt 23rd went to Pa. where my family was then, and am now living. I was arrested as a deserter from the 23rd Regt. in Oct. but told the Provost Marshall that I belonged to the 53rd, so he sent me here. My papers & charges were sent to the late lamented McPherson and inducement held out that if I would reenlist as a veteran it would go easier with me, & I was charged as being a deserter for about 18 months, whereas I was not out of service but about half that time, from Feb to Oct. The sentence was that there $100 Dollars of my pay stopped & cost of arrest.

When our Regt. was paid off at Vicksburg just before going home on their vet. furlough, the paymaster refused to pay me, although & had been mustered as a veteran. Now what I want is to have something done for my suffering family for the people where they lives refuse to help them for they say she belongs to Ill & I thank God that I am an Ill. soldier

I have not as you see drawn a cent of pay from the Govt. since Jan. 1863, and my family have nothing to sustain them; but the last letter I got from them my wife was sick & about to be thrown upon the town as happens. I have a wife, a boy 8 years, & a girl 4 years old. Her address is Susan E. Knapp Carbondale Luzerne Co. Pa. Trusting to your humanity to help them in this their time of need I will remain as ever Your Faithful Servant

Hon. Richard Yates Co. D. 53rd Ills. Vol

Gov. of Ill  Atlanta Ga.

PS I hope my family will hear from you soon & I should be pleased to receive an answer to this C.C.K

without the Colonel as petitioned. I may say here that the political bearing is a vital point. You fully understand it. Give us this much and as much more as can be reasonably asked for. We will be sold to the opposition should Rogers get the Regiment and would entirely Crush us. We have Concentrated our whole strength on Abbott. We want no half=way man and no change. Some of the opposition have proposed H. S. Baker - this was talked over in Committee & would suit no one

Maj Abbott has bee besieged with many Companies already organized.  our people are awaiting a decision; the time (Sept 5) is very near at hand, and prompt steps should be taken;

Alton, Illinois.

Friday Evening Aug. 19, 1864.

Meeting. - Gen. Rosecrans.

On last Monday evening, according to previous notice Gen. Rosecrans met out citizens at the City Hall to present to them a plan to organize a regiment, to be known as "Alton Guards." The meeting was organized by the appointment of Mayor Hollister as chairman. R. W. English and W. T. Miller Vice Presidents; H. G. McPike Sec'y and D. D. Ryrie As't Sec'y. The General being introduced, was received with much enthusiasm. He proceeded to explain the object of his coming to Alton:

"He said he desired to have a regiment organized in the city of Alton, to be called the "Alton Guards," who should stay at Alton - not to go into the field. I hope to show you the way to accomplish the organization. I want a home guard - a regiment of good men, a military organization that I will not be ashamed of. To effect this we want the joint action of citizens. The city of Alton can furnish this regiment. It will not go to the field but the duties will nevertheless be arduous. Guard duty you will find a hard duty; I draw your attention to [illegible], that officers drilled should be had, or [illegible] officers who stand highly in this community. I cannot too strongly impress upon you the importance of making it a good regiment - so you will be proud of it, not ashamed for visitors to examine it. I shall stay here to-morrow, and you will select men for the officers of the regiment. I want it to be an Alton Regiment, and not a party matter, but an organization to be proud of. Therefore, take council, and select your officers, and I will see you to-morrow.

As to the pay the men will get, the bounty will be one hundred dollars, and each man will be credited on the draft. At the end of twevle months we hope and trust there may not be any need of a draft.

There is a matter I would refer to the citizens: while the country is in trouble we owe the country service. Here tofore Illinois has done nobly. While citizens are getting three or four dollars per day, it would be unreasonable to expect them to come forward without some assistance.

We should make up the difference between the Government pay and usual citizen's wages. Let the city and county supply funds to make up that difference.

Having said thus much, I will submit the whole matter to your action.

The General took his seat amid hearty cheers.

General Copeland, Dr. Rutherford and R. W. English, each made pertinent remarks in furtherance of the same object.
